Description </h4> This is a REQUEST FOR INFORMATION (RFI ). This is not a request for proposals and responses to this RFI are in no way a commitment by the Government to issue a solicitation or to award a contract on the basis of this RFI or otherwise pay for the information solicited. Responders are solely responsible for all expenses associated with responding to this RFI. Responses will not be returned and respondents will not be notified of the results of the reviewed information. The United States Department of Agriculture (USDA) Grain Inspection, Packer and Stockyards Administration (GIPSA), Federal Grain Inspection Service (FGIS) is conducting market research to study competitive sourcing alternatives by determining the existence of commercial sources capable of providing grain inspection and weighing service to grain elevators in areas of the Pacific Northwest serviced by the FGIS Portland, Oregon, Field Office. IV. SCOPE OF THE MARKET RESEARCH A. The scope of this market research involves approximately 39 full time FGIS field personnel (which include support from 4 secretarial personnel) that provide daily onsite inspection and weighing related services, 7 days a week, 24 hours a day, 365 days a year. The study is divided into two sections: •1. Full service inspection and weighing service. Provide independently all official grain inspection and weighing services under the authority of the United Grain Standards Act (USGSA), regulations, instructions, and policies and procedures. The services are described in 7 Code of Federal Regulations, Chapter VIII, Part 800, and other applicable documents. Refer to GIPSA's website for more information: http://www.gipsa.usda.gov/GIPSA/webapp?area=home&subject=landing&topic=landing •2. Labor to assist in providing inspection and weighing services. When requested, provide FGIS with qualified personnel (inspectors, samplers, technician and weighers) to supplement its workforce, by assisting FGIS personnel on an as need basis in providing official inspection and weighing services. B. FGIS is seeking statements of capabilities from parties interested in providing either full service official grain inspection and weighing service or in providing FGIS with labor to supplement its workforce. Interested parties should have related and continuous experience with the following functions: •1. Sampling. Sample grain-lots using approved methods to obtain representative samples to determine quality based on grade, official factors, or official criteria or any combination of these according Official U.S. Standards for Grain. •2. Grain Quality Inspection. Analyze grain samples for grade, official factors, or official criteria or any combination of these according to the, Official U.S. Standards for Grain, and the request for inspection service. •3. Weighing. Monitor the loading and weighing of grain-lots to determine the quantity of grain-lots inspected. •4. Stowage Examination. Examine carriers (e.g., ships, barges, trucks, rail cars, containers, etc.) to determine if stowage areas are suitable to store or carry bulk or sacked grain or other commodities. 5. Administrative and Program Support. Clerical and administration staff to support operational requirements. <h4> V. Place of Performance </h4> The physical location for the performance of the grain inspection, weighing and related services is at local grain elevators, midstream, freight container yards, rail yards, loading and unloading facilities, and warehouses in Portland, Oregon. APPLICABLE DOCUMENTS All grain inspection and weighing related services are performed in accordance with the USGSA (7 U.S.C. 71 et seq.), regulations (7 CFR Part 800, 801, 802, 810, 868), instructions, methods, and policy and procedures. VII. RESPONSE REQUIREMENTS Interested parties are encouraged to respond to this RFI by submitting the following: •A. Documentation describing the organization's capability to provide the services and administrative support of the services as defined above in section IV, B., and whether the organization is interested in providing either IV. A.1 or IV. A. 2, or both, as described above. Documentation must address separately each of the following areas: •1. Staffing requirement. •a) How does the organization intend to acquire qualified personnel to approximate the staffing levels currently employed by FGIS and necessary to provide adequate and timely official grain inspection and weighing service in accordance with the USGSA (7 U.S.C. 71 et seq.), regulations (7 CFR Part 800, 801, 802, 810, 868), instructions, methods, and policy and procedures? •b) How long does the organization expect it will take them to obtain the number of personnel needed to meet the staffing requirement? •2. Trained Personnel. •a) How does the organization intend to train its personnel so that they will have an understanding of the USGSA, regulations, and instructions, necessary to properly provide official grain inspection and weighing service? •b) How long does the organization expect it will take to train all necessary personnel? •3. Licensed Personnel. •a) Under the provisions of the USGSA only FGIS authorized or FGIS licensed personnel can perform official inspection or weighing activities. How does the organization plan to get its personnel licensed by FGIS to perform official grain inspection and weighing services? •b) How long does the organization expect it will take to get all necessary personnel licensed by FGIS? •4. Technical background. Organization must describe technical background for each of the following functions: •a) Sampling •b) Grain Quality Inspection •c) Weighing •d) Stowage Examination. •e) Administrative and Program Support B. Respondents must provide an overview of their company. This overview must include: 1. Company name, 2. Brief description of company history, 3.
