Description

The U. S. Department of Homeland Security/ Federal Emergency Management Agency is considering whether or not to set-aside for small business a requirement to manufacture, test and deliver up to 1,400 3 bedroom manufactured homes in any combination of Northern, Southern, UFAS Northern, and UFAS Southern specifications. Specifications which are intended to reduce the level of formaldehyde emissions are attached for your review. FEMA anticipates that the 1400 units would be ordered over a 2 year period for delivery to multiple locations. Delivery of as many as 500 might be needed in 60-90 days after issuance of an order. The applicable North American Industry Classification System (NAICS) for this acquisition is 321991 (size standard is 500 employees). Offerors must be able to ensure that the materials used during construction reduce the levels of formaldehyde emission. Offerors must meet HUD and local standards which are included in the specifications. All construction will be required to have each production unit tested by a licensed/certified technician. Passing this test will be a condition of acceptance. Please see the "IAQ Screening Testing Procedures for FEMA Temporary Housing." Please provide answers to the following questions along with your contact information to Michelle Calhoun at Michelle.Calhoun@dhs.gov. This request is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. No basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided. 1) Are you a small business concern under NAICS 321991 (500 employees)? If so, please advise the small business categories in which you fall (SDVOB, HUBZone, SDB, etc.) 2) Do you currently manufacture a product that meets the specifications attached? If not, do you have capability to meet the requirements in terms of technical specifications and delivery time and quantity? 3) If you cannot meet the delivery requirements in terms of quantity or time, what smaller lot size would you be able to meet? 3) If you are proposing to furnish a product that you do not manufacture yourself, can you furnish the product of a small business manufacturer? Your response is requested by April 10, 2008.
