- Solicitation Number W912HZ-08-T-0033 is being issued as a requestfor quotation (RFQ) with the intent to award a firm-fixed price contractutilizing simplified acquisition procedures. The solicitation documentand incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-24. Thisprocurement is a 100% set-aside for small business concerns under NAICSCode 532412 (SIC 7353) with a size standard of $6,500,000.00. A teamfrom ERDC Vicksburg, MS will be conducting flight testing with the C-17 aircraft at field test sites in support ofthe C-17 Semi-Prepared Runway Operations II (SPRO II) Program. Duringtesting, the runway surface must be maintained to minimum standards toensure quality data is collected. In order to complete this testing, the equipment listed below is required to bedelivered to Edwards Air Force Base (AFB), California for testing onlakebed runway 07-25 and picked up from the tests site upon completion.The equipment should be compatible for use in soil earthwork operations. The test at Edwards AFB will beconducted from 27 May to 30 June 2007. All equipment should be in goodworking order. The vendor will be responsible for equipment rentalcosts for the down time for equipment that is not operational in excess of 2 days from the time of the maintenance call tothe vendor. All equipment should be delivered on RGB trailers as thesite is in a remote location with no loading docks. Detailedspecifications will be provided in the RFQ. FAR Provision 52.212-1, Instructions to Offerors - Commercial, applies tothis acquisition. Evaluation factors are technical, price, andavailability and will be evaluated in accordance with Clause 52.212-2Evaluation -Commercial Items. Award will be made onthe basis of the lowest evaluated price meeting or exceeding theacceptability standards for non-cost factors. Offerors must include acompleted copy of the provision at FAR 52.212-3, Offeror Representationsand Certifications-Commercial Items with this offer. The Clause 52.212-4, Contract Terms and Conditions, applies to thisacquisition. The Clause at 52.212-5, Contract Terms and ConditionsRequired to Implement Statutes or Executive Orders - Commercial Items,applies to this acquisition.
