- 1. The Project Manager, Force XXI Battle Command Brigade and Below(FBCB2) and the Product Manager, Blue Force Tracking (BFT) is conductinga Market Survey to determine the service communitys ability to satisfya wide range of existing global operational support services. NOTE: This survey is being conducted concurrentwith a competitive Follow On effort, which was posted to the IBOP on 13March 2008. This need is for $40M of additional ceiling only during thetime period to complete this competitive action, award the follow on contract and ensure a seamless transitionperiod from the various current service providers. 2. The ProjectManager/Product Manager awarded an Indefinite Delivery IndefiniteQuantity (IDIQ) Contract (W15P7T-05-D- J222) in April 2005 in a Full and Open Competitive Best Value SourceSelection to Engineering Solutions and Products, Eatontown, NJ, toprovide Global support services to Warfighter for a four year periodthrough April 2009. As a result of unanticipated requirements related to the Global War On Terrorism (GWOT), it is anticipatedthat the PM will exceed the current contract ceiling onW15P7T-05-D-J222, in advance of the original contract period ofperformance, and before the follow on is awarded. This effort isa sole source action, however, any proposals received as a result forthe Market Survey will be considered. 3. Current RequirementsSummary: All current requirements as defined in W15P7T-05-D-J222, arefocused on satisfying the Ground Based Family of FBCB2 Platforms and BFT Capabilities as follows: a. Operation IraqiFreedom (OIF) and Operation Enduring Freedom (OEF) based Field ServiceRepresentative (FSR) Support b. Continental United States (CONUS) FieldService Representative Support c. Other Than Continental United States (OCONUS) Field Service RepresentativeSupport d. Execution of Department of the Army (DA) G3/G8 Unit SetFielding (USF) Priorities, Marine Corps Systems Command (MCSC) FieldingPriorities and US Central Command Air Forces (CENTAF) Fielding Priorities e. Execution of Training Services to USFpriorities, f. Operation of Maintenance Turn in Points in CONUS and OIFg. M1114 BFT Installation Services in OIF and OEF h. Development ofTechnical Documentation to Support the family of BFT/FBCB2 Ground Capabilities i. Development of TrainingDocumentation to Support the family of BFT/FBCB2 Ground Capabilities j.Management of the services with Performance Based Metrics k. CoalitionSpecific Fielding and Foreign Military Sale (FMS) of BFT Capabilities l. Execution of Services at Schools, TrainingCenters and Joint Readiness Training Centers m. Reset Services forunits returning from deployments n. Stay Behind Equipment service forequipment designated to remain in theater to support incoming units o. Repair of FBCB2/BFT equipment (This mayrequire support relationships with OEMs) p. Procurement of materials andhardware items required to support global operations. 4.
