Notice of Contract Action for a Sole Source Procurement   </pre> SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR: 1 ea, N-0025-4RC1E-FS FULL SERVICE AGREEMENT for RC1 SYSTEM to include On-site service with unlimited remedial calls including parts, labor, travel, and single preventative maintenance visit. Serial Number:   5127507927. Period of Coverage: 4/26/08 through 4/25/09. </pre>   DESC: INTENT TO AWARD A SOLE SOURCE Procurement with METTLER TOLEDO AUTOCHEM, INC.   The Air Force, Edwards Air Force Base, CA intends to award a S ole Sou rce purchase order to Mettler Toledo AutoChem, Inc.,   7075 Samuel Morse Dr, Columbia, MD, 21046-3432. </pre>   The Sole Source purchase will be for the following one (1) commercial item: 1 ea,     N-0025-4RC1E-FS FULL SERVICE AGREEMENT for RC1 SYSTEM </pre>   MODEL:         SERIAL NUMBER 5127507927 </pre> Description:     The Air Force Research Laboratory has a requirement for a Full Service Agreement for 1 ea, N-0025-4RC1E-FS, FULL SERVICE AGREEMENT for Reaction Calorimeter System. To provide on-site service with unlimited remedial calls including parts, labor, travel, and single preventative maintenance visit. The request is for a one-time service contract that will provide non-personal services for all parts, labor, travel, and single preventative maintenance visit.   The contractor shall include all labor, travel and parts necessary to restore the RC1 System to its original operating condition.   At the contractor's discretion based on technical evaluation provide on-site repair service; repair the equipment at an approved service facility or provide necessary replacement parts via next business day with installation instructions and/or phone support.   Preventative maintenance visits will be scheduled at the mutual convenience of the customer and the contractor, or performed during any emergency service visit or scheduled downtime as appropriate.   Visits will include necessary cleaning, adjustments, calibration, lubrication, and fitness for use verification as specified in the procedure for the equipment covered.   All labor, travel and parts to complete the Preventative Maintenance Call Care included as part of the agreement. Service Parts are included in the price of this plan.   All replacement parts are furnished on an exchange basis.   Replacement parts will either be new or refurbished.   Period of Performance will extend from 4 Apr 2008-3 Apr 2009.</pre> Further, the RC1 Calorimeter allows the synthesis of materials in a controlled remote environment with monitoring capability. The safety capabilities of the RC1 will automatically quench a run-away reaction to prevent an unpredictable incident thereby providing complete control of volatile events. Any undesired events can be easily contained within the unit by the computer and the data from the experiment can be analyzed and controlled without losing the experiment. The RC1 allows us to minimize the number of experimental runs required because of the computer generated Design of Experiments. The RC1 Calorimeter has the unique capability for large scale as well as small scale reactions by simply changing reaction vessels. The unique reaction unit is equipped with ports to support up to five additional capabilities such as infrared spectroscopy, laser particle analysis, pH probe, reduction-oxidation probes, turbidity meters, gas analyzers, gas flow monitors, auto-sampling devices, and solids feeders. No other instrument on the market can provide the unique capability of simultaneously monitoring up to five measurements. In addition to the basic heat flow measurements, AFRL will require simultaneous monitoring of particle size distribution, composition through infrared spectroscopy, pH changes, and automatic additions of ingredients. The computer is bundled with the instrument and is tested as a system before it is purchased assuring that the linkage between the computer and the instrument is working properly since the computer requires an installation of a specific board that allows the computer to "speak" to the instrument. Mettler guarantees the linkage between the instrument and the computer is operational when it is purchased as a system. A separate computer purchase will not guarantee the communication between the computer and the instrument by Mettler. If the computer is purchased separately, the installer must spend valuable time at set-up to link the computer to the instrument, thereby allowing less time for training AFRL Personnel, considering that two days of set-up/training time is allotted. The RC1 is the only instrument which allows the required unique capability of monitoring the crystallization process through particle size, heat flow, pH, etc. Finally, the instrument came with a service contract/warranty. Due to proprietary rights and instrument upgrade technology in the process of development by Mettler Toledo AutoChem, Inc., it is presumed that Mettler Toledo AutoChem, Inc. is the only company capable of repairing and maintaining this instrument. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the 1 ea, N-0025-4RC1E-FS FULL SERVICE AGREEMENT for RC1 SYSTEM to include On-site service with unlimited remedial calls including parts, labor, travel, and single preventative maintenance visit. Serial Number: 5127507927. Period of Coverage: 4/26/08 through 4/25/09.
