Description
The Department of Homeland Security, Transportation Security Administration (TSA) will be soliciting for Protective Security Officers. In order to accomplish TSA's mission it is imperative that its employees and guests be provided a safe and secure environment in which to work. Therefore, it is essential that TSA's facilities be secured and protected. The Office of Security, Physical Security Division will accomplish this by contracting with a private security company to provide a safe and secure work environment for all employees and guests at TSA facilities in accordance with the minimum standards required for Government Contracted Security Guards developed by The Federal Protective Service (FPS), an agency of the Department of Homeland Security. In order to meet this need, TSA requires highly qualified, highly skilled security personnel to work in and around the TSA facilities in order to provide a deterrent against unauthorized, illegal, and potentially life-threatening activities directed toward TSA facilities, property, information, employees, and visitors. This is a full and open competition with preference given to Service Disabled Veteran Owned Small Businesses (SBVOSB), NAICS code 561612, with an SBA size standard of $17 million. Results TSA can expect from the successful performance under this contract are that t he Contractor shall provide, operate, manage, and maintain a uniformed Protective Security Officer Force (PSO), twenty-four (24) hours a day, seven (7) days a week, for the physical protection of the United States Department of Homeland Security, Transportation Security Administration facilities located at Arlington, VA, Herndon, VA and Annapolis Junction, MD. The government intends to award a fixed price type contract. It is anticipated that the period of performance will be for one six (6) month base period plus four one-year options. TSA may require support on a labor hour basis should emergency situations or special events arise. The Request for Proposal (RFP) will only be available through http://www.fbo.gov. Prospective offerors are responsible for downloading the RFP and all attachments. It is the offeror's responsibility to monitor the FedBizOpps web page for the release of the solicitation and any amendments that may follow. Solicitation HSTS03-08-R-SEC048 is tentatively scheduled to be available on the World Wide Web at http://www.fbo.gov on or about April 15, 2008. The tentative scheduled date and time for submission of proposals for Solicitation HSTS03-08-R-SEC048 is 30 days from RFP release. Potential offerors making a written request must include an adequate justification for not obtaining the solicitation via the internet. Telephone requests for diskettes or other inquiries will not be honored. Requests may be made via email at Lamar.Walker@dhs.gov. Offerors are cautioned to include the Solicitation Number HSTS03-08-R-SEC048-on all documentation submitted in response to this requirement. Written technical proposals and business proposals will be required approximately 30 days following the RFP issue date. This procurement will be a full and open competition with preference given to Service Disabled, Veteran Owned Small Businesses (SBVOSB). If two or more acceptable SDVOSB proposals are received, other proposals will not be considered for award. If two or more acceptable SDVOSB proposals are not received, the Government will then consider proposals from all small businesses. If two or more acceptable proposals are received from small business, large business proposals will not be considered for award. If less than two acceptable proposals are received from small business concerns, the Government will consider all offers. The Government intends to award a competitive contract to the Contractor whose proposal conforms to the solicitation and represents the overall best value solution to the Transportation Security Administration (TSA). The Best Value Approach is a method of selecting the proposal that represents the greatest value to the Government, based on evaluation of each offer in the areas of Technical and Management Approach, Staffing and Resources, Transition Plan, Quality Assurance and Reporting, Past Performance and Price. The estimated award date is June 01, 2008. TSA will conduct an Industry Day at TSA Headquarters in Arlington, VA on April 15, 2008 at 2:30pm. TSA Headquarters is located at 601 South 12 th St in Arlington VA, directly across from the Fashion Center at Pentagon City. All interested parties are invited to attend. Please note that attendance at Industry Day is not mandatory for responding to the RFP but it is highly encouraged. If you plan to attend, you must alert the TSA point of contact listed herein as soon as possible via email. Interested parties must attend Industry Day in person and each firm is limited to two (2) attendees. No phone number will be provided for call-in participation. Interested parties are advised of the following security procedures at TSA: Please arrive at least 20 minutes prior to the start of the event to 601 South 12 th St. Street parking is extremely limited and garage parking runs anywhere from $2-$4 per hour so Metro is highly encouraged. Proceed to the Visitor's Center at 601 South 12 St to check in. TSA Security will log in all visitors and issue temporary badges. This process can cause delays so interested parties are encouraged to arrive early. Visitors will be escorted to the meeting room by a member of TSA's staff. Visitors are cautioned that they must be escorted at all times by a member of TSA's staff while in TSA spaces. Failure to abide by TSA's visitor procedures may result in expulsion from TSA spaces.
