Description
This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of the sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications (i.e., HUBZone 8(a), 8(a), HUBZone, Service-Disabled Veteran-owned, Veteran-Owned, and Small Disadvantaged Business) relative to the North American Industry Classification System (NAICS) code. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. Project Title: National and Regional System for the Application of Prevention Technologies (NR-SAPT) Project Description: The goal of this project is to implement and manage the National and Regional System for the Application of Prevention Technologies (NR-SAPT) to provide targeted training and technical assistance (T/TA) for grantees of the Substance Abuse and Mental Health Services Administration (SAMHSA) Center for Substance Abuse Prevention (CSAP), to implement all five steps and two cross-cutting principles of SAMHSA?s Strategic Prevention Framework (SPF) and accountability systems for performance measurement and management. SAMHSA/CSAP grantees include: States, Jurisdictions and Federally-recognized Tribal entities supported under SAMHSA?s Substance Abuse Prevention and Treatment (SAPT) Block Grant Program and CSAP?s Programs of Regional and National Significance (PRNS) including, but not limited to: 42 Strategic Prevention Framework State Incentive Grant (SPF SIG) Program grantees; approximately 150 Minority/AIDS/HIV Prevention Initiative grantees; approximately 12 Methamphetamine Prevention Initiative grantees; and, 23 epidemiological work groups supported by SAMHSA in non-SPF SIG States. The focus of this procurement will be to develop, implement and manage a T/TA delivery system that balances core coordination and analytic capacity at the national level with service delivery capacity in each of the five designated regions of the National Prevention Network (NPN). The purpose of the national core of this system is to provide centralized direction, monitoring of service quality and responsiveness to clients, evaluation of service impacts, coordination and analytic capabilities. The national core will connect to five separate Regionally-based Expert Teams to establish a coordinated training and technical assistance system aimed at building the capacity of SAMHSA/CSAP grantees and the capabilities of the prevention workforce. The purpose of the Regionally-based Expert Teams is to conduct ongoing assessment of the T/TA needs of the SAMHSA/CSAP grantees located within each respective Region and deliver targeted and timely T/TA services to assist grantees in achieving their specific program objectives and benchmarks. Regionally-based expert teams will consist of staff, associates, and consultants who are currently established in their respective Regions and have existing professional T/TA relationships with those States, Jurisdictions, Tribal organizations and other relevant entities within the Region. Your responses to the questions provided below will assist the Government in selecting the appropriate acquisition method. Page limit: Maximum 11 pages (font size 10 or larger). A copy of the company capability statement will also be accepted. Responses are due on February 8, 2008. The anticipated period of performance is one year with four one year option periods. After review of the responses received, a pre-solicitation synopsis and formal solicitation may be published in the Federal Business Opportunities. Response to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1. Is your business a small business under the NAICS code? 2. Does your firm qualify as a small disadvantaged business? 3. If disadvantages, specify if your firm is certified under Section 8(a) of the Small Business Act? 4. Are you considered a certified HUBZone firm? 5. Are you considered a woman-owned or operated business? 6. Are you a certified Service-Disabled Veteran Owned or Veteran Owned? 7. Is your business a large business? 8. Describe your proven capability and current in-house capacity to provide leadership, coordination of technical assistance across Regions, and analytic support on an ongoing basis to States, Jurisdictions and Federally-recognized Tribal entities for outcomes-based strategic prevention planning and accountability systems for performance measurement and management. 9. Describe your proven capability for implementing and facilitating Expert Panel Meetings with representatives of States within each Region to support the achievement of SAMHSA/CSAP national program objectives. 10. Describe your proven capability to assess the needs of States and Jurisdictions within the distinct and diverse context of each of the five NPN Regions and develop technical assistance approaches and tools to best address those needs within a Regional context. 11. Describe your proven capability and current capacity to provide technical assistance in a variety of formats and media including site visits, training, telephone and teleconferences, presentations, email, meetings, workshops, and conferences. 12. Describe your proven capability and current capacity to design and deliver technical assistance on: selecting and implementing a broad array of evidence-based programs, practices and strategies; evaluation methodology, design and logic model development; and use of epidemiological data, data analysis and its application to outcomes-based prevention planning. 13. Describe your proven capability and current capacity for providing analytic support and technical writing and editing of written products such as summaries of research literature related to substance abuse prevention, evaluation reports, briefing papers, concept papers, and presentations, and training materials. 14. Describe your staff capability regarding formal academic training and relevant experience to perform the work referenced in the project description. This is not a request for proposals and in no way obligates the Government to award any contract.
