Description
This is a SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis is in support of market research being conducted by the Department of Homeland Security to identify capable potential sources. The DHS Office of Infrastructure Protection (OIP), Protective Security Coordination Division (PSCD), is seeking interested sources capable of providing program integration, strategic consulting, and project management support for the development of a knowledge management system and related services. Potential sources shall demonstrate capabilities in understanding and steering technical development and content requirements for knowledge management systems; knowledge and expertise in compiling and analyzing information on terrorist threats, vulnerabilities, and consequences related to critical infrastructure and key resources; outreach and facilitation with key public and private sector stakeholders; and related administrative management, and strategic consulting services. Potential sources must demonstrate capability in the following areas: Collection of Open-Source Content: Potential sources should demonstrate the capability to identify, track, monitor, and harvest open-source content on foreign language terrorist-related websites as well as other forums that are used by terrorists and their sympathizers. Sources should also demonstrate the capability of capturing relevant materials as they relate to the following types of materials: technical information on improvised explosive devices (IEDs), their historical and operational usage, and chemical and biological weapons of mass destruction (WMD) information. Translation of Collected Foreign-Language Materials: Potential sources should demonstrate the ability to translate collected materials from foreign language sources, including Arabic, into English for examination and review. Analysis of Collected Materials: Potential sources should demonstrate the ability to determine relevance of collected and translated materials as they relate to IEDs and WMD Outreach Activities with Stakeholders: Potential sources should demonstrate the ability to develop and conduct outreach and engagement strategies targeting first responders, explosives experts, and international, national, state, local, homeland security and counterterrorism officials within the explosive ordnance disposal, explosives, law enforcement, and intelligence communities. Sources should also demonstrate the ability to engage with interagency and national stakeholders to gather information and compile data and findings to support recommendations and conclusions in the development of national bombing prevention policy documents and decision papers and other documents as required by the government. Maintain a secure Web-based Repository: Potential sources should demonstrate the ability to operate and maintain an intuitive, secure web-based and scalable knowledge management portal and repository database through which users will be able to easily and effectively retrieve the originally collected open-source materials and related analytical content. Contractors responding to this Sources Sought Synopsis shall submit the following information electronically no later than December 21, 2007, 4:30 PM EST to iann.washington@dhs.gov. Responses must include the following: name and address of firm, capabilities related to the task areas above, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUB Zone, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners; intent to participate in the upcoming acquisition as a prime offeror; list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number). The page limitation for this submission is ten (10) pages. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not reimburse the respondents for any costs associated with their responses. This sources sought synopsis does not constitute a Request for Proposals (RFP), Request for Quote (RFQ), or an Invitation for Bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that is submitted by respondents to the Sources Sought request. The Government reserves the right to contact the submitting parties, on an as required basis, for further clarification on material provided. The Government will evaluate the information provided, include it into our document with our market research, and use it as needed during the development of the RFP or RFQ. In addition, the Government will use its evaluation of the information and other research to determine the sources that appear qualified to perform the work required by the Government.
