- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME. A Market Research is being conducted to determine interest of potential sources. The solicitation number for this announcement will be determined at a later date. The Naval Facilities Engineering Command Southeast, is seeking potential sources for a Firm Fixed Price (FFP) type contract. The NAICS code for this solicitation is for 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $31,000,000.00. The intention of this sources sought is to seek and identify responsible sources for Market Research purposes. The proposed contract action is for Riverine Training Facility, located at Stennis, Missippissi. The Government intends to solicit and negotiate with the contractors listed on the Gulf Coast Multiple Award Construction Contract (MACC), that was competed on August 05, 2005 under the authority of FAR Part 36. All contractor’s were competed on subsequent Task Order issued under RFP N62467-05-R-0095. This notice of intent is not a request for competitive proposals. However, all information received within five days after date of publication of this sources sought will be considered by the Government. A determination by the Government to utilize the existing Gulf Coast MACC will be based upon responses to this notice and is solely within the discretion of the Government. In accordance with FAR 36.204 the following is provided: The SOF Riverine and Combatant Craft Operations Facility, Design-Build Construction Contracts is for a maximum of eighteen months and an estimated va! lue of $10,000,000.00. The solicitation will be formatted as a Request for Proposal (RFP) for a negotiated procurement utilizing the Design/Build selection procedures. The source selection process to be used is Best Value Trade-Off Approach. The Government will not pay for information requested nor will it compensate any respondent for any proposal. Each company must indicate if it is a prime contractor or subcontractor. THIS PROCUREMENT IS BEING SOLICITED ON THE GULFCOAST MACC TO COMPLY WITH THE REQUIREMENTS IN ACCORDANCE WITH 5.201, 5.202(A)(6) AND 16.505(A)(1) AND IS LIMITED TO GULFCOAST MACC CONTRACTORS LOCATED IN FLORIDA , LOUISANNA, MISSISSIPPI AND FORTHWORTH TEXAS. Project Task Order for this contract will be for general building type projects (new construction and renovations) including but not limited to administrative, aircraft support facilities, industrial buildings, marine construction, mechanical and electrical improvements, civil construction, grading, drainage, and sewage, potable water-storage and transmission, training, dormitory, family housing renovation, community support type facilities, and maintenance for military installations serviced by Southern Division Naval Facilities Engineering Command in the states of Mississippi and Louisiana, and also the ROICC Fort Worth, TX areas of responsibility. Respondents will not be notified of the results of the evaluation. However, NAVFACSE will utilize the information for technical and acquisition planning. All proprietary information not to be disseminated in Government documents must be clearly identified. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the participants. Your response to this sources sought announcement must be received by 4:00 pm ET on 07 April 2008. Envelopes should be clearly marked SOURCES SOUGHT FOR N69450-08-R-510247, ATTN: JUDY JENSEN.
