Description
The Bureau of Reclamation, Pacific Northwest Region, is in the initial planning stages of a requirement to overhaul generating units G22, G23, and G24 (rated at 825,642 KVA) at the Third Powerplant, Grand Coulee Power Office, Grand Coulee, Washington, located approximately 90 miles west of Spokane, Washington. The generators require a major overhaul. Examples of some specific site work include overhauling the generator thrust and guide bearings, and turbine components such as wicket gates, operating rings, linkage arms, wicket gate bushings, and furnishing and installing a new mechanical seal to replace the existing packing box. The entire scope of the project includes planning, engineering, scheduling, disassembly, inspections, repairs, replacements, modifications, reassembly, and re-commissioning of the units. It is anticipated the work will take from 1-2 years to complete each unit and actual disassembly of the first unit is not anticipated to begin until early 2010. It is anticipated that the exciters and excitation transformers will also be replaced, and the governors modified from electrical to digital, by separate contracts during the overhaul outages. Reclamation is currently investigating options on how to best accomplish this work. We are seeking industry input regarding potential options for performing the work. THIS ANNOUNCEMENT IS NOT A FORMAL SOLICITATION OR A REQUEST FOR PROPOSALS, BUT A REQUEST FOR INFORMATION ONLY, TO ASSIST US IN DETERMINING OUR FUTURE COURSE OF ACTION FOR ACCOMPLISHING THE UPCOMING OVERHAULS. Our potential options are: 1) performing all work with Government forces; 2) performing all work by contract; or 3) contracting for planning, engineering, scheduling, inspections, and oversight, with actual onsite work (disassembly, repairs, replacements, modifications, and reassembly of the units) performed by the Government. Reclamation is seeking input from offerors who have expertise overhauling generators of this size as to what options may work best, based on previous experiences. We invite you to offer your comments regarding how you suggest is best to perform the work, including which option(s) you would be interested in and qualified to perform. Along with your comments, please provide a summary of your qualifications that demonstrates your competence in overhauling units of this size by April 29, 2008. Please send your comments to skramer@pn.usbr.gov. These generators were initially installed in 1978, 1979, and 1980. They are rated at 825,642 KVA. Specific data for the machines is as follows: 1. 97.5% Power Factor2. 85.7 RPM3. 98 RPM Over speed4. 15,000 volts generator terminal voltage5. 32,000 normal and maximum stator amps6. 12,000 stator amperes with no stator cooling7. 60 hertz8. 3 phase9. 86 poles10. 540 stator coils Weights and Measurements 1. Weight of rotor 1,528 tons (1386.2 metric tons); shaft is made in 3 sections, each weighing 80 tons (72.6 metric tons)2. Weight of turbine runner 440 tons (399.2 metric tons)3. Diameter of rotor 61 feet, 8 inches (18.8 meters)4. Diameter of generator shaft 11 feet (3.35 meters)5. Diameter of turbine runner shaft 11 feet (3.35 meters)6. Diameter of turbine 32 feet 6 inches (9.91 meters)7. Total weight of rotating parts 2,208 tons (2003.1 metric tons) The generators were furnished by the Canadian General Electric (CGE) Co., Ltd. The stator windings, cores, and frames were replaced by Siemens in the early 1990's. The stator coils are water cooled.
