Description
The Marine Corps College of Continuing Education (CCE) has a requirement for a Distance Professional Military Education (DPME) services to provide the CCE with essential professional and logistics support services to support the network of regional campuses and provide program management and other services. The required services include, but are not limited to instructional services, administrative services, Subject Matter Expert (SME) services, editorial services and student support services. Additionally, this contract will provide TECOM range/training area and cultural/language support that includes but is not limited to subject matter expertise, management and administrative services in support of Range and Training Area Management (RTAM) Division and the Center for Advanced Operational and Cultural Learning (CAOCL). The DPME program supports a follow-on effort to continue providing DPME Contractor Logistics Support (CLS) services to the Marine Corps College of Continuing Education (CCE). The Training and Education Command (TECOM), College of Continuing Education (CCE) is located at Marine Corps Base (MCB) Quantico, VA. The CCE mission is to design, develop, deliver, evaluate, manage and resource distance learning products and programs across the training and education continuum, in order to increase operational readiness. The CCE has the responsibility to develop and deliver quality Professional Military Education (PME) to the large percentage of Marine officers who do not have the opportunity to attend the in-residence courses of instruction. The CCE accomplishes its PME mission by delivering the Command & Staff College Distance Education Program (CSCDEP) and the Expeditionary Warfare School Distance Education Program (EWSDEP) through on-site or online instructor led seminars and I! ndependent Guided Study (IGS). To facilitate consistence in delivery and to ensure quality of instruction, CCE has established eight (8) regional offices, each managed by a Regional Coordinator (RC). It is the responsibility of each Regional Coordinators to manage their office, provide educational support to the students in their region, and to recruit qualified instructors to serve as Adjunct Faculty (AF) for the CCE Distance Education Programs (DEPs). As of May 2007, all new CSCDEP students are required to participate either in the seminar program onsite or electronically on line. There is no longer an IGS option for new CSCDEP students. The CCE plans for a similar transition for the EWSDEP by 2010. A Pre-Proposal Conference for this Distance Professional Military Education (DPME) program is scheduled at Quantico, VA on 22 April 2008 from 0900 - 1100 in the Little Hall Theater, Building # 2034, at the Quantico Marine Corps Base in Quantico, VA. (F3 on grid) All interested vendors and DoD contractors must RSVP for this event and provide your name and company/organization, name of participants, and e-mail address to Sandi Brubaker (sandi.brubaker@usmc.mil) and John E. Lynch (john.e.lynch2@usmc.mil) by 16 April 2008. Each company is restricted to three (3) attendees at the pre-proposal conference. The Government will provide the RFP (M67854-08-R-8009) and any subsequent amendments/information via electronic means at NECO. The Government anticipates posting a draft RFP prior to the Pre-Proposal Conference. This is not a request for proposals or a guarantee of forthcoming solicitation. It should not be construed as a commitment of any kind by the U.S. government to issue a solicitation. Any information provided to the Government in response to this RFI will become USMC property and will not be returned. All proprietary or classified information will be treated appropriately.
