- THIS IS A PRESOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. This solicitation will be a design/build, competive Section 8(a) set aside procurement. The procurement will be conducted using source selection procedures and the award wi ll be based on the best value to the Government considering price and non-price factors cited in this announcement and the solicitation. Any resulting contract will be firm-fixed price. NAICS Code: 236220 with a size standard of $31,000,000. The Federa l Supply Code is Y119. Offerors are advised that a contract resulting from this solicitation is contingent upon funding and Congressional approval. Should Congress not authorize this project or appropriate the funds, the solicitation will be canceled. If the project is canceled, all proposal preparation costs will be borne by the offeror. The Davis-Bacon Act will apply. All responders are advised that this project may be canceled or revised at any time during the solicitation, selection, evaluation, nego tiation and final award. All contractors must be registered in CCR and ORCA (http://orca.bpn.gov). Joint ventures must also be registered in CCR and ORCA as a joint venture. We advise contractors to begin this process when they prepare their proposal in order to ensure registration is in place should they be selected for the award. Lack of registration in the CCR database will make an offeror ineligible for award. (Reference DFAR 252.204-7004, Required Central Contractor Registration). PROJECT INFORM ATION: Construct standard design Company Operations Facility (COF), Administrative facility, Deployment Equipment Storage, Enclosed Hardstand and Organizational Parking. Facilities include connection to energy monitoring and control systems (EMCS), instal lation of Intrusion Detection System (IDS), building information systems and anti-terrorism/force protection (AT/FP) measures such as structural reinforcements, setbacks and reinforced (laminated) glass. Supporting facilities include utilities; electric se rvice; exterior lighting; fire protection and alarm systems; paving, walks, curbs and gutters; parking; erosion control and storm drainage; site grading and contouring; information systems; site improvements; and power distribution extension service. Under ground utilidors to protect utilities in subzero climate are required. Access for individuals with disabilities will be provided in public areas. Comprehensive building and furnishings interior design services are required. The estimated design and constr uction cost for this project is between $10,000,000 and $25,000,000. SELECTION CRITERIA: Award will be based on the Best Value approach. Offerors will be evaluated based upon the following non-price evaluation factors: Design Technical to include building function and aesthetics, quality of building systems and materials, site design and sustainability; Performance Capability to include experience, past performance, proposed contract duration and summary schedule and key personnel; and Price. The overall technical (non-price) evaluation rating is considered more important than price.
