Description
Pre-solicitation Notice: The EPA intends to solicit Small Businesses under NAIC code 562910 to perform lead paint stabilization and residential house painting services on qualified homes in the city of Omaha, NE. The objective of this project is to stabilize deteriorating lead-based paint. The work includes prepping and painting all exterior surfaces, such as fascia, eaves, siding, and all trim. In addition, this work includes porches, box beams, columns, rails, and exterior surfaces of garages, as applicable. The contractor shall be responsible for compliance with the substantive requirements pertaining to any normally required permits and licenses for all work involved in this project (Superfund on-site exemption for adminstrative requirements), in addition to notifying appropriate state and local agencies as to the nature and timing of activities that will be occurring, as appropriate. All contractor staff involved in painting must successfully complete the EPA/HUD 8 hour lead-safe work practices course or the state certified 16 hour lead worker's course prior to beginning work on-site. Substantive compliance with the Lead-Based Paint Pre-renovation Education (PRE) Rule also applies to this project. Remediation is being conducted pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Superfund Amendments and Reauthorization Act (SARA), and National Contingency Plan (NCP) requirements. EPA anticipates issuing a firm fixed performance based contract consisting of a Base Year and 2 Option Years which will contain incentives for performance of these services. Estimated dollar value for this procurement if all Option Years and Option Quantities are exercised is $9,000,000.00 ($9M). The IFB is anticiptated to be issued on or about April 15, 2008.
