Description
THIS IS A REVISED SYNOPSIS OF A PRIOR ONE ISSUED PREVIOUSLY ON 03/06/08. The NAICS Code is now 541620 with a size standard of $6.5M. The estimated date for solicitation issue is April 21, 2008. Competition remains at Full and Open. The U.S. Environmental Protection Agency (EPA), Office of Water (OW), Office of Science and Technology (OST), Standards and Health Protection Division (SHPD) has a requirement for technical assistance and support services. This technical support will assist the EPA in its responsibilities under the Clean Water Act of 1987 (CWA) and EPA?s Strategic Plan to direct the national program for adoption of Water Quality Standards (WQS) to develop prevention and remediation strategies to reduce the risk to human health and aquatic life resulting form contaminated fish and sediment, beach monitoring and advisories relating to microbial pathogens in surface waters, and preparing outreach and awareness materials including developing instructional material and presenting workshops. The successful contractor will be required to provide technical support to the Agency in addressing the following task areas: risk-based analyses; economic and statistical analysis; model development and applications; guidance and report development? compilation and analysis of national and international environmental data; methods development and validation; environmental assessments; field sampling; laboratory analytical services; workshops, conferences, training, and logistical support; expert/peer review support; public outreach and technology transfer; compilation, categorization, and summarization of comments; and preparation of presentation materials. Technical support is required for the following Performance Work Statement (PWS) tasks: (1) provide risk-based analyses to assess the human health and/or ecological risks associated with exposure to contaminants and microbial pathogens in water, sediment, and fish tissue; (2) provide economic and statistical analyses and data for alternative regulatory and policy options for the benefits of the regulation or policy to society; (3) select, enhance, validate, calibrate, and apply models to address specific problems for a range of environmental areas; (4) provide technical support in the development of EPA technical guidance documents and reports; (5) support the maintenance and updating of the national and international environmental databases; (6) support eh development of evaluation and application of methods for molecular biological, biological, microbiological sediment toxicity and water quality assessment in marine and freshwater environments; (7) support conducting environmental assessments to prevent and remediate toxic contaminants in water, sediment, and fish tissue and assess microbial pathogens in water; (8) perform field sampling for benthic organisms, sediments, fish, indicators of microbial pathogens and water quality; (9) perform laboratory analyses, including analytical chemistry, toxicological, molecular biological and biological testing methods; (10) provide support for the Agency in providing and/or attending training sessions, interactive workshops, technical assistance workshops, public forums, facilitated negotiations, meetings, teleconferences, and in-person conferences; (11) provide peer review of documents or products developed by EPA; (12) assist EPA in developing public education, outreach, user help documentation and support and technology transfer documents and information materials; (13) compile, categorize, and summarize public comments on and EPA responses to draft and/or proposed rules, policies and guidance developed by EPA; and support the EPA in the development of administration and Congressional staff and managers and public meetings on the results of analyses, methodologies, and assessments developed by the contractor. This procurement will be issued on a Full and Open competition basis. It is anticipated that a Cost-Plus-Fixed-Fee/Level-of-Effort contract will result from the award of this solicitation. The base period is expected to begin April 1, 2009. The base period and each available option period will consist of 12,000 direct labor hours with each period having a potential for an additional 12,000 direct labor hours. It is anticipated the contract will have one (1) base period with four (4) one-year option periods consisting of 12 months each for a total maximum potential performance period of five (5) years and a total of 120,000 direct labor hours. The applicable NAICS code is 541620 with a size standard of $6.5M. It is estimated the solicitation will be available on or about April 21, 2008 and that proposals will be requested in 45 days after issuance of the solicitation.
