- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/ ). The RFQ number is N00189-08-T-0236. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-23 and DFARS Change Notice 20080124. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 517410, (Satellite Telecommunications). This is a competitive, unrestricted action. FISC Norfolk requests responses from qualified sources capable of providing the following items brand name or equal. Note: If providing an equal please supply descriptive data for evaluation purposes to determine the validity of how it is an EQUAL. The following FAR provisions and clauses apply to this solicitation and are incorporated by reference: FAR 52.211-6 Brand Name or Equal, is hereby included: Brand Name or Equal (Aug 1999) (a) If an item in this solicitation is identified as “brand name or equal,” the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation. (b) To be considered for award, offers of “equal” products, including “equal” products of the brand name manufacturer, must—(1) Meet the salient physical, functional, or performance characteristic specified in this solicitat! ion; (2) Clearly identify the item by—(i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate “equal” products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an “equal” product, the offeror shall provide the brand name product referenced in the solicitation. (1) 27 each HUGHES HNS-9201 BGAN Satellite terminals which includes the following:• Transceiver/Antenna BGAN satellite modem terminal• CD for Inmarsat Launch-Pad and User’s Guide• USB, Ethernet and ISDN cables• AC power supply and international travel adapter, Li-ion Battery Pack• Multi-user capability up to 11 simultaneous sessions• Standard IP: up to 492kbps (send & receive)• Streaming IP: 32, 64, 128, 256kbps (send & receive)• ISDN: 1x64kbps• Data Interfaces: USB, Ethernet, WLAN 802.11b• Ingress protection: IP55 (2) 27 each BGAN SIM card with activation fee -Please provide a separate price list to include but not limited to the following: Standard monthly service charges: • Service fee • Airtime rate per minute for Standard Voice to PSTN service• Airtime rate per minute for Background IP• Airtime rate per minute for Streaming IP enabled-The awarded contract will include ONLY the BGAN Satellite Terminals and the BGAN SIM card one time activation charge. Monthly services will be set-up by the command. The service charges will be billed monthly to the command. Command’s form of payment for these monthly charges will be Government Purchase Card. Delivery is F.O.B. destination to Yorktown, VA 23601. Required delivery date is April 16, 2008 for THREE of the BGAN Satellite Terminal and BGAN SIM card with activation. Required delivery date is April 30, 2008 for TWENTY-FOUR of the BGAN Satellite Terminal and BGAN SIM card with activation.Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. All quotes shall include price(s) (unit price, extended price, total price), confirmation of required delivery timeframe for each item, a point of contact: name, phone number & email, Cage Code, Duns # and GSA contract number if applicable, business size, and payment terms. Quotes over 10 pages in total will not be accepted by facsimile. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. Offeror(s) must be registered in the Central Contractor Registration (CCR) database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/ .
