Description
The Naval Surface Warfare Center Panama City Division intends to issue a sole source purchase order to Sperian Instrumentation, 651 South Main Street, Middletown, CT , for the acquisition of three (3) PosiChek3 Performance Testers to test Self-Contained Breathing Apparatus (SCBA) equipment aboard U.S. Coast Guard Vessels. The SCBA is a cylinder fed, open circuit respirator that supplies positive pressure breathing air to the user. The Supplied Air Respirator with Backup Self-contained Breathing Apparatus (SAR/SCBA) provides a portable compressed air supply capability for inspection of suspected immediately dangerous to life and health (IDLH) environments. The SCBA is NIOSH-approved respiratory protection equipment, and is the preferred equipment for initial gas-free inspections. This equipment is sole source for the following reasons. A properly maintained SCBA must be capable of meeting basic NIOSH / NFPA performance requirements. Unfortunately, given the hard ! usage that SCBA receive, performance can sometimes "slip". NFPS 1852 mandates that all compliant SCBA must be tested on a calibrated breathing machine before being put into service and at least once per year thereafter. Unless SCBA are regularly tested to verify proper performance, a loss of function may not be noticed until after an accident has occurred. The PosiChek3 manufactured by Sperian Instrumentation is the only system that automatically determines the operational fitness of an SCBA by means of a series of dynamic tests and functional checks. PosiChek3 testers quantitatively determine whether the current performance of an SCBA meets NIOSH and NFPA requirements. Regular PosiChek3 testing ensures that SCBA which require maintenance are identified and taken out of service before an accident occurs, not after. Therefore it is critical that this equipment is acquired from Sperian Instrumentation. FSC: 4240. NAICS: 334516.Size Standard: 500 employees.
