- The Specialty Center Acquisitions NAVFAC, Code RAQN0 is seeking state environmental legislative and regulatory monitoring support services. The services are being procured on behalf of the Naval Facilities Engineering Services Center (NAVFAC ESC), Port Hueneme, California, 93043. Naval Facilities Engineering Service Center currently provides state environmental legislative and regulatory monitoring support services to DOD components (Army, Navy, Air Force, and Marine Corps), as well as one other Federal agency, Tennessee Valley Authority (TVA). To provide these support services Naval Facilities Engineering Service Center uses a legislative and regulatory tracking service to obtain summaries of environmentally related legislative and regulatory actions. Services provided shall include monitoring services related to emerging state level environmental legislation and regulations that could impact DOD operations. This procurement is being processed in accordance with F! AR Part 12, Acquisition of Commercial Items. The requirement is subject to full and open competition and has NOT been set aside for small business. It is anticipated that a Firm Fixed Price IDIQ Contract with a base year and four additional option years will be awarded. The North American Industry Classification System (NAICS) code for this requirement is 519190, All Other Information Services. Firms will be required to demonstrate experience in performing state environmental legislative and regulatory monitoring services. Award will be made to the responsible offeror whose proposal, as it conforms to the solicitation requirements, represents the best value to the Government in terms of price, past performance and other non-price related factors. The solicitation will be available by INTERNET ACCESS ONLY. All solicitation documents and amendments thereto will be posted on the NECO website at https://www.neco.navy.mil/ and at the FEDBIZOPPS website at http://www.fedb! izopps.gov/ The Solicitation will be available for review on the websites on or around 5 May 2008; the closing date will be thirty days after posting. It shall be the contractor’s responsibility to regularly check the websites for any amendments or related postings to the solicitation. Qualified, interested parties should register for the solicitation on the NECO or FEDBIZOPPS website. The Contractor is required to be registered with the Department of Defense Central Contractor Register (CCR) prior to solicitation submittal. No contract award will be made to any contractor that is not already registered or in the process of registering.
