- This solicitation is unrestricted and open to participation by all interested firms with specialized experience and qualifications required by this project. This solicitation is formatted as a Request for Proposal (RFP) for a negotiated procurement utilizing the Two-Phase Design/Build selection procedures. This procurement will result in the award of a firm fixed-price design/build contract. Award will be made to the offeror whose total price and technical proposal offerors the best value to the government. This project is for the Design and Repairs to Wharf Delta Bulkhead at Naval Station Mayport, Florida. The work demolishes portions of the existing steel sheet pile bulkhead, tie-back wale system, concrete pile cap, asphalt/concrete pavement and removes the pneumatic fender system and mooring hardware. Project constructs a new bulkhead with new concrete pile encapsulation and cathodic protection system, backfills behind the new bulkhead, provides new asphalt and concrete wharf pavement and reinstalls the pneumatic fender system and mooring hardware. This procurement is a contract to budget project. The budget amount to accomplish the design and construction for this project is $19,474,000.00 with a design and construction schedule of 930 calendar days from the date of contract award. The liquidated damages for the project are $9,687.00 per calendar day of delay. The NAICS for this procurement is 237990 with a size standard of $31,000,000. The solicitation will be available on or about 07 January 2008. This will be an electronic solicitation, which can be downloaded from ESOL at http://www.esol.navfac.navy.mil. Please be sure to register for the solicitation on ESOL to receive notice of possible future amendments. There will not be a Pre-Proposal Conference/Site Visit in Phase I. Proposals will be due on or about 05 February 2008. The solicitation package will give exact dates and location.
