Description
The BASE ITEM scope of work includes the design and construction of single and duplex family housing units (a maximum of 61 units) constructed of reinforced concrete footings, floor slabs, walls, columns, and roof slabs. Insulation will be at under side of roof slabs and on the inside face of the exterior walls. Units will include a single garage for enlisted and dual garages for officers, driveways, covered patios, privacy fencing, exterior storage and trash bin enclosures. Special construction criteria will include provisions for withstanding typhoon wind speed of 170 mph and Exposure D and seismic loading. Supporting facilities will include new underground power, telephone, cable TV, potable water and wastewater utilities, site improvements, storm drain system, drainage improvements, asphalt paved roads, concrete sidewalks, perimeter fence, covered bus stops, mail box kiosks, landscaping, and incidental related work. Certified Energy Star Homes are required for! these housing units. The work also includes the demolition, removal and disposal of existing housing units and supporting facilities including common open spaces, jogging/biking trails, playing courts, playing fields, picnic shelters and tot lot. The project requires abatement of lead containing material, asbestos containing material, soil containing Chlordane, PCBs, and mold. The project requires the removal of expansive soils. The project also includes the installation of perforated conduit in gravel beds under floor slabs and capped with electrical outlet blower for future radon testing. The work also includes a pre-priced OPTION for an additional twelve four-bedroom housing units with the same scope of work as the BASE ITEM. Estimated range from $30,000,000 to $50,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236116 AND AVERAGE ANNUAL RECEIPTS IS $31.0 MILLION OVER THE PAST THREE YEARS. This procurement is UNRESTRICTED. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the offeror proposing the best value to the Government from a technical and price standpoint. When combined, the technical evaluation factors will be considered approximately equal to price. The technical evaluation factors are anticipated to be as follows: (1) Past Performance; (2) Experience/Qualifications; (3) Management Plan/Project Schedule and (4) Small Business Utilization. The Request for Proposal (RFP) will be available on or about 15 April 2008. The RFP, excluding the plans and specifications, will be available through the Navy Electronic Commerce Online (NECO) website https://www.neco.navy.mil. The RFP, including the pl! ans and specifications, will be available through the Federal Technical Data Solution (FedTeDS). Hard copies containing the RFP will not be issued. Contractors must register with FedTeDS to obtain access to the FedTeDS system. Registration instructions can be found on the FedTeDS website http://www.fedteds.gov. Once registered in FedTeDS, the contractor must request access to the technical data. After the RFP is issued, go to the NECO website and locate the solicitation number. Click on the hyperlink and you will be forwarded to the FedTeDS website. Enter vendor username and password to login. The “Solicitation Information” page will be displayed. Click on “Request for Explicit Access” hyperlink on the page, the “Request Explicit Access confirmation” page will be displayed showing the solicitation number and the date of request. An email will be forwarded once contracting office has approved or declined the request. Approved contractors may view and/or download t! he solicitation and all amendments from FedTeDS. Amendments will normally be posted to the web site http://www.neco.navy.mil. If the amendment contains drawings, the amendment, excluding the drawings, will be posted to http://www.neco.navy.mil. If the amendment contains drawings, the drawings will be posted to http://www.fedteds.gov. It is highly recommended that firms register on the NECO website as a planholder as this will be the only planholder’s list available. A planholder’s list will not be available from the FedTeDS website. It is the offeror's responsibility to check the NECO website periodically for any amendments to the solicitation.
