- This is a combined synopsis/solicitation under FAR Parts 12 and 13, utilizing Simplified Acquisition procedures for commercial items. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Policy Planning and Analysis Division intends to procure daily access for up to thirty (30) NOAA employees to an on-line electronic e-mail subscription service that provides global, national and state news relative to energy, climate, the environment and natural resources. Details concerning this requirement are listed in the attached Statement of Work titled, 'Electronic Energy, Climate, Environment and Natural Resources Subscription Service'. The information set forth in this Pre-solicitation notice is an advanced copy of NOAA's Request for Quote (RFQ) that becomes final unless otherwise modified before the response due date. The applicable NAICS code is: 511120. The Government intends to procure a twelve month subscription service covering the base period of April 1, 2008 through March 31, 2008 for the base year. Contractor should include proposed pricing for up to four (4) additional renewal service year options that could extend through March 31, 2013. The Government shall award a fixed-price purchase order resulting from this solicitation to the responsible offeror whose offer conforming to this solicitation and the SOW will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Approach, (ii) Past Performance, and (iii) Price. Award will be based on best value to the government. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-23. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions- Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov and must provide a completed copy of the Offeror Representations and Certifications. Interested responsible sources may submit a quotation to NOAA no later than 12:00 Noon (EST), Monday, March 10, 2008. Responses may be emailed to the Contract Specialist, Shirley L.
