FEDERAL AVIATION ADMINISTRATION (FAA) NAVIGATION SERVICES SUPPORTMARKET SURVEY 1. PURPOSE: This announcement is a Market Survey. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) or REQUEST FOR PROPOSAL (RFP). Further, the Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals. The FAA is conducting market research, via this market survey, to determine the capabilities and interest of vendors to fulfill a requirement of the Navigation Services Directorate for professional services. These services cover such areas as engineering support, logistics, training, operations research and analysis, requirements development and analysis, business and material management. Examples include technical support services to assist in the planning, research, development, engineering, implementation, sustainment, and decommissioning of various navigation, landing and lighting systems. Interested vendors are also encouraged to submit feedback regarding the attached Draft Statement of Work (SOW). At this time, the nature of this competition has not been determined. In accordance with paragraph 3.2.1.2.1 of the FAA's Acquisition Management System (AMS), this market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition would exist if this acquisition were set aside for small business. The North American Industry Classification System (NAICS) codes for these efforts are 541330, 541511, 541611, 541614, 561110, and 541990. Interested firms are asked to submit the attached Business Declaration form. Attachment A is the Draft Statement of Work (SOW). This Draft SOW represents all anticipated contractor support requirements. Interested vendors are requested to comment on the range of services scope. Also, provide company size, capabilities, and previous experience in providing similar services. All interested parties are advised that the FAA will not pay for any information or any administrative costs incurred associated with any response to this Market Survey announcement. Therefore, any costs associated with this Market Survey submission will be solely at the interested party's expense. Failure of a sufficient number of adequately qualified firms to respond to this survey may result in a competitive procurement open to all businesses, instead of being a small business set aside. Any information provided under this request for comments is for informational purposes only and will not be released to the public. Any proprietary information submitted must be adequately marked as proprietary and will be protected if appropriately marked. 2. SUBCONTRACTING/TEAMING OPPORTUNITIES A publicly available list of interested parties can be requested from the point of contact listed in paragraph 3 on or before May 9, 2008. Please be advised, this list will contain company names, addresses, points of contact, telephone numbers, and email address of vendors responding to this survey and they may be contacted by other interested parties. The purpose of the list is to facilitate and encourage small business to seek subcontracting opportunities with potential FAA contractors. The FAA is not in any way endorsing or recommending any company on the list. This list is no guarantee that the vendor will be notified of any information that will be posted on the FAA Contract opportunities web page. To add your company to the list please contact Don B. Terry as identified in paragraph 3 below. 3. MARKET SURVEY RESPONSE REQUIREMENTS All responses (one response per company) are to be provided on company letterhead. No type font less than 12 point may be used.
