- The Contractor shall furnish all plant,materials, labor, services, equipment, supervision,and performance necessary for new construction ofschool building, infrastructure, 3 housing units and 6trailer spaces, and Bus Shelter for Breadsprings DaySchool, Breadsprings, New Mexico. The Bureau ofIndian Affairs is planning a firm, fixed-priceconstruction contract. The solicitation isunrestricted and is solicited on an open market basis.The estimated dollar value of this procurement isbetween $5,000,000 and $10,000,000. A tentative datehas been set for a pre-bid conference and site visiton April 24, 2008 at 9:00 a.m., (local time) at theBIA, Navajo Regional Office, Federal Building, 301 W.Hill Ave., Gallup, New Mexico, 87301. There will be atour of the proposed site of the new BreadspringsSchool following the meeting. Bidders are stronglyurged to attend the pre-bid conference/site visit. The purpose of the pre-bid conference is to enhancethe Government’s ability to obtain qualityconstruction services, at a reasonable price, increaseefficiency in proposal preparation, proposalevaluation, and contract award. A tentative date fora second pre-bid conference will be held on April 30,2008, same time and location. Technical questionsmust be submitted Twenty (20) days before the bidopening date. Fax all questions to Lynelle Benallie,at 505/863-8382. Interested firms are requested tosubmit a written request for the IFB package toLynelle Benallie, Fax No. 505/863-8382. Telephonerequests to obtain the IFB package will not beaccepted. Contract award will be made to the lowestresponsive and responsible bidder for the lowestaggregate amount for the Base Bid item plus or minus(in the order stated in the list of priorities in thebid schedule) those Additive or Deductive items thatprovide the most features within the funds determinedavailable. Faxed IFBs will not be accepted. Bid Bondof 20% is required with your bid package. 100%Performance and Payment Bonds and Certificate ofInsurance are required upon award.
