Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Parts 12.6.and 13.5, as supplemented with additional information included in this notice. This notice constitutes the only solicitation; price quotes are being requested and a written solicitation will not be issued. This solicitation (HSBP1108Q1712) is issued as a Request for Quotation (RFQ). FAR clauses and provisions are available via Internet address: http://www.arnet.gov/far/. This requirement is open for full and open competition as it is not anticipated that at least 2 quotes will be received from small business entities (FAR 19.502-2) THIS SOLICIATION IS NOT FOR THE DEVELOPMENT OF AN ONLINE TRAINING PROGRAM, BUT TO FIND AN EXISTING ONLINE TRAINING PROGRAM THAT HAS ALREADY BEEN DEVELOPED AND IS ALREADY IN USE BY OTHER FEDERAL GOVERNMENT AGENCIES THAT OUR ANALYSTS CAN ENROLL IN. On line course for 70 trainees can be taken anytime between date of award and one year from date of award.. 1.0 BACKGROUND U.S. Customs and Border Protection (CBP) is the unified border agency within the Department of Homeland Security (DHS). In November 2001, the Bureau of Customs and Border Protection (CBP) formed the National Targeting Center (NTC) in the aftermath of the 9/11 attacks on America. It is the preeminent anti-terrorism facility for the Department of Homeland Security. Originally started with 26 employees, it has now grown to more than 90 full time employees. The NTC is a 24 hour, 7 day operation. It?s purpose is to provide proactive targeting aimed to prevent acts of terror, to seize, deter and disrupt terrorists, implements of terror, and to destroy the terror infrastructure. In April of 2007, the National Targeting Center Passenger (NTCP) and the National Targeting Center Cargo (NTCC) were established. The NTCP operates in both a secure and non-secure environment. The NTCP generates targets based upon the results of research that it initiates. The NTCP focus is upon tactical information from which it generates actionable targets. The NTCP is composed of a dedicated staff of Watch Commanders and Target Analysts (TA) representing the CBP air, land and sea environments. These experts are multi-disciplined and are skilled at targeting inbound and outbound passengers and conveyances. Pursuant to the Homeland Security Presidential Directives (HSPD)-6 and 11, it was mandated to integrate and maintain accurate and current information on all known or suspected terrorists, which resulted in the establishment of the Terrorist Screening Center (TSC). The TSC, administered by the Federal Bureau of Investigation (FBI), is a multi-agency effort where watch lists were consolidated into a single terrorist screening database (TSDB) to support all law enforcement measures of intelligence gathering and analysis on terrorists and their activities, and to ensure secure effective and timely interagency information sharing. The TSC-TSDB maintains these watchlists and accepts nominations of those individuals encountered that have not yet been watchlisted. Although any agency can nominate an international terrorist for watchlisting, CBP-NTC routinely is the medium used for CBP Field Operations in the watchlist nomination process. 2.0 SCOPE OF WORK The objective of this Statement of Work (SOW) is to provide the Target Analysts at the National Targeting Center an online Fundamental Watch Listing Course. The course will supply the TAs with a thorough understanding of the methodology for preventing attacks against the Homeland through the watchlisting process. The course will meet the following objectives: ? Provide a general description and overview of the watchlisting mission ? Describe the international partnerships in watchlisting ? Explain the relevant national policies affecting the practice of watchlisting ? Provide an outline for watchlisting and the three level interdiction process ? Identify key watchlisting databases and knowledge management tools ? Describe the history of watchlisting and the changes in the watchlisting processes made in response to the 9/11 attacks ? Identify who can nominate, the key parts of a watchlist nomination and the definition of ?good? biographical data. ? Describe the main challenges/common criticisms of the watchlisting mission, to include the effect on privacy and civil liberties. ? Identify the U. S. Agency watchlists currently integrated into the national-level watchlisting process The course shall contain information, readings, case studies, discussions, and assignments that reinforce the learning objectives. Due to the work demands on the NTC employees, the course shall be offered in an online environment. This allows the maximum flexibility for individuals to complete the course at their own pace and setting. In order to meet the objectives, the course will provide case studies and discussions to support a thorough understanding of the benefits of the watchlist program. A course facilitator shall be made available to assist with case study assignments, discussion assignments, and any other support required to aid with the successful completion of the course. 2.1 Period Of Performance The course shall be made available from the placement of this order for a period of one year. Analysts shall be able to initiate training at their convenience with a target completion within 30 days of training launch. 2.2 Place of Performance Although offered as an online effort, the primary place of performance for this effort is the National Targeting Center in Reston, VA. 2.3 Quantity of online Sessions The provider shall make a maximum of 70 online sessions available for Target Analyst training. 3.0 GENERAL INFORMATION 3.1 Sensitive Material Due to the online nature of the course, the use of sensitive material is not permitted. 3.2 Use of examples and case studies The provider shall provide case studies and examples that are pertinent to the course objectives and as current as possible. 3.3 Contractor Furnished Material None shall be required as the training is all on-line. 3.4 Government Furnished Property The Government is responsible for providing the equipment for students to access the online training. This solicitation incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Technical Capability/Experience is weighted higher than Price. The closer the Offerors are to technical equality, the more important price becomes. Technical Capability/Experience information will be used both for responsibility determination and as an evaluation factor. 52.213-3 Offeror Representations and Certifications Commercial Items (MAY 2004).
