Description
This is a combined synopsis/solicitation for two (2) 20-21 ft. welded aluminum monohull vessels equipped with Honda 150 H.P. outboard 4-stroke engines and galvanized trailers, all commercial items, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This notice is considered to be Solicitation AG-0114-S-08-0009 and is being issued as a Request for Quotes. This solicitation incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. This requirement is set-aside for small business concerns. NAICS code 336612 is applicable. The small business size standard for this code is: 500 employees. Line Item 1 Description: 2 each, 20-21 ft. long by 7.5-8.5 ft. wide welded aluminum monohull design vessels capable of stable operation in rough seas and having the engine raised fully out of the water and meeting the following requirements: Hull to be fabricated with minimum quarter inch marine grade aluminum, enclosed hardtop, walk-around cabin configuration with capacity of up to four passengers, side canvas covers with side and rear see through panels, standup leaning post type console with lockable storage compartment, on-board fuel capacity of 50-65 gallons with vent and fill holes forward, equipped with basic navigational lighting and courtesy lighting under hardtop, furnished with hydraulic steering and trim tabs, dual battery systems with switch and 8-position fuse panel, compass, bilge pump and blower, dual windshield wipers and horn. Hull to be coated with anti-fouling black bottom paint to 4 inches above water line, decks to be coated with non-skid paint on all walking surfaces, Line Item 2 Description: 2 each 150 H.P. Honda four stroke outboard engines with gauges, controls, fuel manifold with water separator/filter with clear bulb, and stainless steel propeller. Line 3 Description: 2 each slick bunk style galvanized trailers equipped with brakes and trailer tongue support wheel. Above line items comprise a two turnkey units and to be delivered f.o.b Ketchikan, Alaska not later than March 15, 2009. FAR 52.212-1, Instructions to Offerors Commercial Items applies to this acquisition. FAR 52.212-2, Evaluation Commercial Items applies to this acquisition. The following criteria shall be used to evaluate quotations received. (1) Technical Factors: the degree to which the proposed craft meets the outlined requirements. Include catalog cut sheets, photographs or other written information sufficient to establish whether the item quoted meets the specified requirements; (2) Hull Design Past Performance. Submit information establishing capability of open water operations and customer satisfaction; and (3) Price. Factors 1 and 2 in combination are roughly equal in importance to factor 3. Responses should include a completed copy of FAR 52.212-3, Offeror Representations and Certifications Commercial Items. Any resulting contract will include FAR 52.212-4, Contract Terms and Conditions Commercial Items. QUESTIONS FROM CONTRACTOR: Contractor: What will the mission of this vessel will be? Government: Our mission - - - These are work boats. They will be used to haul crews, building materials and Freight All Kinds (FAK). Contractor: Will the vessel be beached? Government: These vessels will be going to the beach to load and unload freight and passengers. Contractor: Are you looking for a Mono hull or a cat hull? Government: The Government requires a mono/V-hull configuration for operations in moderate to heavy seas. Contractor: Do you have a design you would like to use or do you need the vessel designed? Government: We are looking for commercially available, stock designs. Contractor: Do you intend for the whole vessel to be built using quarter inch aluminum or just the bottom? Government: Quarter inch aluminum hulls. These will be for the most part open vessels, primarily a hull with seats and an engine. Contractor: Is there a specific bottom paint that you require? Government: We require marine, anti-fouling paint with appropriate shielding primer coats.
