- The general scope of work for this project shall be to perform 13.1 linear miles of full roadway replacement or partial roadway replacement on the existing 13.3-mile asphalt roadway located on Santa Rosa Island. Additionally, provide 10.3 linear mile s of roadway shoulder sheet piling for shoulder and roadway protection against erosion and scour caused from hurricane storm surge. Additionally, perform pavement and shoulder repairs or perform full roadway replacement of 1.4 miles of various facility acc ess roads. Associated roadway work will include but not be limited to; bituminous asphalt, crushed aggregate roadway base course, Bahama rock shoulder base course, asphalt overlay, paint stripe, guard rail, asphalt paved shoulders, concrete curb, roadway culverts, signage, protective fencing, asphalt turnouts, compacted fill, unclassified excavation, and removals. The Contracting Officer for this project is: Leo J. Hickman and the estimated cost range for this project is over $25,000,000.00. The Bid opening date and time is 14 November 2007, at 2:00 pm. Note No. 1: EFFECTIVE IMMEDIATELY; the U.S. Army Corps of Engineers, Mobile District, is implementing a new procedure for posting all NEW solicitations. Contractors will meet at 9:00 AM at Site A-10, Santa Rosa Island Road for the site visit. Site A-10 is about 4.25 miles west of the S RI Gate House. The Pre-proposal Conference will be held at 11:00 AM at Building # 12517, Site A-15, Santa Rosa Island, FL. Offerors should refer to Section 00100 Contract Clause 952.000-4133, PRE-PROPOSAL CONFERENCE, in the solicitation for details. Due to Base Security requirements and limited field staff available for construction contractor site visits, this scheduled site visit will be the only one offered. Individual requests for site visits will not be granted. (1) Attendees will be required to provide a valid drivers license, proof of insurance, and vehicle registration to gain access to the installation for the site visit and conference. (2) Point of Contact is Mr. Jim Scheer, Eglin AFB Resident Office, phone: 850-882-7024; fax: 850-882-3600. (3) The purpose of the conference is to familiarize the bidders with the scope of work, address bidders questions concerning the project, participate in a site visit to become familiar with the existing site conditions, and familiarize the bidders with the Best Value process. Attendance is strongly recommended. Offerors should visit the site and take such other steps as may be reasonably necessary to ascertain the nature and location of the work, and the general and local conditions which can affect th e work or the cost thereof. Failure to do so shall not relieve offerors from responsibility for estimating properly the difficulty or cost of successfully performing the work. The Government shall assume no responsibility for any understanding or represen tations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the Request For Proposals, the specifications, or related documents.
