Description
The Fleet & Industrial Supply Center, Puget Sound (FISCPS) is soliciting for the following services in support of Commander, Navy Installations Command (CNIC) and Commander, Navy Region Northwest (CNRNW). The NAICS Code is 541330. The FSC is R407. The solicitation will be issued on or about 15 April 2008. The requirement includes support of local, regional and national resource centers and interagency teams. The Contractor shall possess an in-depth operational knowledge and expertise in current USN policies, plans, processes, operations, systems, and support functions. Support is required for both the worldwide shore establishment and operational forces, as necessary, to meet the mission of the USN. To meet critical task requirements travel to or onsite support worldwide at any installation Navy-wide may be required. Anticipated location of services and travel requirements will be identified in individual Task Orders (TO). The Contractor shall leverage technologi es from other Government organizations and programs. Tasking may include level of effort tasks for non-personal services support. The requirement includes system engineering and development; education and training development; assessment, analysis and support; and system support for the U.S. Navy (USN) and its partners. The scope of this contract includes, performance of independent technical studies and analyses; data gathering; simulation; modeling; demonstration; transition of technologies from laboratories, universities, and commercial entities; system development, testing, evaluation, validation, modification, and installation; verification of commercial products; information sharing to establish virtual environments for rapid deployment; requirements and alternatives analyses; education and training design, development, testing, delivery, and surveys; learning management systems; business and operations management, support, and planning; process and system improvem ent; enterprise and systems integration; material and lifecycle analys es; lifecycle operation, maintenance, and management support; program support; evaluation of agency initiatives; regulatory analysis and policy support; dissemination of information; collaborative strategy assessment and development; and performance of program management related to tasks assigned. The Contractor shall provide engineering and evaluation capabilities to transition the results of scientific research and engineering, business process improvement, and the best practices and lessons learned of the domestic industrial base on behalf of the Government. The Contractor shall possess the ability to obtain Secret Security Clearances for employees. If a contract is awarded for this requirement, the Government anticipates a cost plus fixed fee (CPFF), indefinite delivery, indefinite quantity (IDIQ), type contract with a 5 year period of performance, which includes a one year base period and four 1-year options. The place of performance is primarily NRNW. This acquisition will be conducted as a full and open competition utilizing the procedures of FAR Part 15. The base period of performance will begin approximately September 2008. This notice of intent is not a request for competitive proposals. The solicitation will be issued on or about 15 April 2008. All res ponsible sources may submit a bid, proposal or quotation which shall be considered by FISCPS. This solicitation and any subsequent amendments will be posted to the NECO website: http://www.neco.navy.mil. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that site for any amendments. The Government is not responsible for any inability of the offeror to access the posted documents. No telephone or FAX requests will be accepted, and no hard-copy solicitation/amendment will be mailed or FAXed. Electronic submission of proposals/quotes is acceptable.
