Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Government intends to procure, under full and open competition, a Lightweight Stabilized Weapon Mount. These items shall be produced in accordance with the NSWC Crane Performance Specification that will be provided with the forthcoming solicitation. The mount will be tested for suitability aboard naval vessel applications. Testing will be performed at the Naval Surface Warfare Center, Crane, Indiana. The Lightweight Stabilized Weapon Mount will have the following characteristics: ? Mount will allow the gunner to operate in a hands on stabilized mode. ? Mount will serve as an augmentation to the crew served weapon to improve accuracy. ? Mount will weigh less than 150lbs. ? Mount will be able to handle the weight and recoil of a M2HB .50 cal machine gun. ? Mount may allow the gunner to operate by remote control. ? Mount may accept a camera to provide a stabilized image for the gunner. The government intends to award a Firm-Fixed price, IDIQ contract. The minimum quantity will be 1 unit with a maximum contract ceiling of $2 million which may be ordered over the 3 year life of the contract. Delivery will be required 90 Days After Receipt of Order (DARO), FOB: Destination at Naval Surface Warfare Center (NSWC), Crane with final inspection and acceptance at Destination at Naval Surface Warfare Center (NSWC), Crane. Due to the R&D nature of this procurement, an award may be made to more than one offeror so that the Government can evaluate the Lightweight Stabilized Weapons Mounts currently available which most closely meet the Governments stated requirements. The solicitation will require vendors to submit a proposal at the closing date of the solicitation for Government evaluation. The solicitation will be evaluated on a best value basis and the Government will reserve the right to award to other than the lowest priced offeror(s) and other than the highest technically rated offeror(s). Award will be based on Technical, Past Performance, and Price. All responsible sources may submit an offer which will be considered by the Agency. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
