Description
This is a sources sought notice only. This is not a request for proposals. There will be a solicitation, specifications or drawings available at a later time (estimated release date is 30 May 2008). The Solicitation Number for this sources sought announcement to reference is N69450-08-R-0761; The Naval Facilities Engineering Command, Southeast, is currently seeking potential sources for an indefinite-delivery, indefinite-quantity (IDIQ) type contract with a base period of twelve months and four (4) one-year option periods. The intention of the resultant solicitation is to obtain a contractor that will provide all labor, supervision, tools, materials, equipment, transportation and management necessary to construct, add, renovate, alter and/or repair various types of facilities/buildings and provide minor construction and marine work located at the US Naval Station, Panama City, Florida. Projects may also require comprehensive interior design and incorporation of sustain able features. Projects (Task Orders) issued under this contract may require either single discipline or multi-discipline design services or may include 100% construction performance specifications. Projects can be based on design-build, modified design-build, or full plans and specifications format. Work will be ordered on individual Task Orders placed against the contract. Task Orders issued under this contract will range in size from $2,000.00 to $300,000.00. The total value for each year is $3,000,000 for a total of five years or not to exceed $15,000,000. Liquidated damages will be included in each task order. Source selection procedures will be utilized in conducting this competitive negotiation, which consists of the submission of price and technical proposals. Anticipate the solicitation will be released on or about 30 May 2008. In accordance with FAR 5.102(a)(7) availability of the solicitation will be limited to the electronic medium and the Government will not provide copies. The official plan holders list will be maintained on, and can be printed from the internet site: https://www.neco.navy.mil. All prospective offerors must register as plan holders on the internet website for this solicitation. Each company must indicate if it is a prime contractor or subcontractor. The solicitation will be available for download free of charge via the Internet World Wide Web at: https://www.neco.navy.mil. The Government anticipates utilizing a 5 year period of performance with a base and four option periods of 12 months. The apparent successful offeror must be currently registered in the Department of Defense Central Contractor Registration (CCR) database prior to contract award. Offerors not already registered in the CCR database are highly encouraged to do so by calling 1 (888) 227-2423, or via Internet at: http://ccr.dlsc.dla.mil. All contractual and technical inquires shall be submitted via electronic mail to Roger.mcaughan@Navy.mil. The Contractor shall provide all labor, transportation, materi als, and equipment to accomplish the requirements of task orders issued by the Contracting Officer. IT IS THE GOVERNMENTS INTENTION TO ISSUE THE MARKET SURVEY AND EVENTUALLY THE SOLICITATION, N69450-08-R-0761, EXCLUSIVELY THROUGH THE INTERNET WEBSITE AT https://www.neco.navy.mil. The entire solicitation, when issued, will be available at the site for viewing or downloading. Prospective offerors must register at the web site https://www.neco.navy.mil. This will normally be the only method of distribution of amendments; therefore IT IS THE OFFERORS RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. The official plan holder list will also be maintained on and can be printed from the web site. The Government will not pay for information requested nor will it compensate any respondent for any proposal. The anticipated RFP issuance date will be on or about 30 May 2008. We are conducting a Market Research to determine interest and capability of potential sources. Companies wishing to respond are invited to go t o the web site at https://www.neco.navy.mil to download and complete the associated market survey file. The due date for responses is Friday, April 11, 2008 at 4:00pm/EDT.
