Description
The Naval Air Systems Command (NAVAIR) has a requirement for follow-on engineering and technical support for the Digital Flight Control System (DFCS) and intends to negotiate on a sole-source basis with BAE Systems (Operations) Ltd., Airport Works, Rochester, Kent ME1 2XX, GBR. The applicable NAICS Code is 541330, Engineering Services. The tasks required to provide this follow-on support consist of engineering analysis and investigations relating to design, operation, and maintenance of the EA-6B Digital Flight Control System (DFCS), which includes the Digital Flight Control Computer (DFCC), the Operational Flight Program (OFP), and other components, to (1) address issues that arise in the fleet with installation of the DFCS in the EA-6B, and (2) investigate potential modifications to the DFCC and OFP for improved performance, reliability, and maintenance for the EA-6B and/or other platforms (e.g., C-2, E-2, etc). The support also includes maintenance of the EA-6B DFCC Engineering Test Set (ETS) located at Patuxent River, MD. Required tasks include analysis of Built-In-Test, bench test, ground test, and flight test data, providing updates and/or recommendations for updates to DFCS documentation, assisting with the set-up and participating in the performance of lab tests, ground tests, and flight tests, investigating modifications to the DFCC and OFP for improved performance, reliability, and maintenance for the EA-6B and/or other platforms (i.e. C-2, E-2, etc.), and troubleshooting, repair, and running the formal acceptance test procedure for the ETS. BAE Systems is the designer, developer, and manufacturer of the DFCC and OFP, and the only known firm with the technical expertise, technical knowledge, and technical data to provide the required support. It is anticipated that a Basic Ordering Agreement (BOA) containing one cost-type CLIN will be awarded. The term of the BOA is expected to be approximately twenty-seven months. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. Note 22 applies.
