- Notice: ONLY LOCAL SOURCES LOCATED IN JAPAN WILL BE CONSIDERED UNDER THIS SOLICITATION. Local sources are those sources (e.g., corporations or partnerships) that are physically located in Japan and authorized to perform in Japan, the type of service work specified in this solicitation. Specifically, a prospective offeror must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, lab or standards, and regulations of Japan during the performance of the resulting contracts. PROJECT DESCRIPTION: The services include two rounds of testing and laboratory analyses of exhaust gas emitted from MCB Butlers owned and operated fifty-eight (58) boilers and 27 generators. Almost all boilers and generators have un dergone air emission testing in the past and are provided with sampling ports as required by Japan Industrial Standards (JIS) test methods including but not limited to JIS Z-8808, K-0104 and K-0103. Seven (7) generators will require the installation of sa mpling port that should meet the requirement of JIS test methods. The test result will be used to determine compliance with the Japan Environmental Governing Standards and local air quality regulations. The boilers are located in Camp Hansen (6 units), L ester (2 units), Kinser (11 units), Futenma (10 units), Foster (10 units), Schwab (4 units), Henoko (2 units), Mcturous (2 units), Courtney (5 units), and Camp Fuji in the Kanto reqion (6 units). The generators are located in Camp Foster including Plaza H ousing (9), Schwab (2), Northern Training Area (1), Futenma (2), Kinser (4), Courtney (5), Hansen (3) and one unit located in Ie Shima Island. The contractor will be required to submit draft and final report summarizing the result of the testing and to su bmit Work Plan and Site Safety and Health Plan prior to the conduct of field activities. The solicitation (Request for Proposal) W912HV-08-R-0004 will be issued and made available on or before 11 April 2008 with the due date of 13 May 2008 at 1400 hours, (2:00pm) Japan Standard Time to Contracting Division, Procurement Branch, Attn: Perl Cadawan. Information regarding specifications will be made available through the Federal Technical Data Solution (FedTeDS) web page at http://www.fedteds.gov. FedTeDS is a web-based dissemination tool designed to safeguard acquisition- related information for all federal agencies. Prospective offeror must first be registered with the Central Contractor Registration (CCR) which is required by Federal Regulations (See FAR 52 .204-7004) to be awarded this project and payment from any DOD activity.
