- The Huntington District Corps of Engineers intends to procure an Indefinite Delivery Indefinite Quantity Contract for Soil, Concrete and Concrete Material Testing Services for the Ohio River and Great Lakes Division. Geographical boundaries for the G reat Lakes and Ohio River Division include Buffalo, Chicago, Detroit, Huntington, Louisville, Nashville and Pittsburgh Districts. Work will be issued by negotiated firm-fixed price task orders. The contractor shall furnish all supervision, labor, suppli es, and materials necessary to perform work associated with individual task orders. Contract period will be for a base period of one year with a provision for 4 (four) option years for a total amount not-to-exceed $750,000.00. The Contractor will be requ ired to perform testing in accordance with Department of the Army and ASTM standards. The contract will be awarded to the offeror whose proposal conforms to the solicitation and is within a technical/price competitive range as determined by the Contractin g Officer and has been evaluated as most advantageous to the Government, all factors considered. Award of this contract will be made only to a lab which is validated by the U.S. Army Corps of Engineers in accordance with Department of the Army and ASTM r equirements. All responsive proposals will be evaluated utilizing the following factors (in descending order of importance). A. Specialized Experience and Professional Qualifications, B. Quality of Facilities and Equipment, C. Past Performance, D. Q uality Control, E. Electronic Data Acquisition Systems, F. Location of the Firm in the General Geographic Area and G. Small Business Participation: Extent of participation of small business (SB), small disadvantaged businesses (SDB), woman-owned (WO), H UBZone (HUBZ), service disabled veteran owned (SDVOSB), historically black colleges and universities (HBCU) and minority institutions (MI) will be measured as a percentage of the total anticipated contract effort, regardless of whether the SB, SDB, WO, HUB Z, SDVOSB, HBCU or MI is a prime contractor, subcontractor, or joint venture partner. Use of subcontractors for actual lab testing under this contract is strictly prohibited. Award of this contract will be made only to a lab located within an approximate 200 mile radius of the Huntington District Corps of Engineers Office in Huntington, WV.
