Description

The solicitation will be available from National Guard Bureaus Business Opportunities Website for Electronic Business Solicitations (EBS) on-line at http://www.nationalguardcontracting.org/EBS/AdvertisedSolicitations.asp. All requests for solicitati ons shall go through the EBS site. Interested bidders are required to register on the EBS website to access/download the solicitation. Clicking on the solicitation number link will start the registration process. The solicitation, specifications, and asso ciated information minus the plans will be available only from the EBS website. The plans and specifications will be available only from the Federal Technical Data Solution (FedTeDS) website on-line at https://www.fedteds.gov/. Interested bidders are requi red to register on the FedTeDS website to access/download the plans and specifications. Registration information is available on the FedTeDS homepage. DESCRIPTION OF WORK: Contractor shall provide all plant, labor, equipment, and materials required to pe rform construction in accordance with specifications and drawings. Base Bid: Work includes new construction of an approximately 43,200 square foot 176Wing Pararescue Operations Facility. The facility will house the Pararescue group and elements of the Sur vival Equipment group. The required functional areas include: administrative offices and mission support spaces; medical training, weapons, and support equipment areas; survival equipment/parachute shops, wash room, and drying tower; mission alert and ind ividual equipment storage areas; training room, climbing wall and helicopter mock-up area; vehicle and boat bays; and it will include mission related communication and security infrastructure. The project also consists of six Additive Bid Items, (ABI):<B R>ABI 1: Pararescue Mission Support Equipment ABI 2: Additional Landscape with Site Improvements ABI 3: Boat-Watercraft 2,500lb Overhead Lift ABI 4: Training Resistance Pool ABI 5: Pre-engineered Metal Warm Storage building, (Separate Approximately 5,600 S quare Foot Building) ABI 6: Disassembly, Relocation, and Re-assembly of an Approximately 90'(l) x 12'(w) x 9'(h) Mezzanine, From the Current Pararescue Facility to Elmendorf AFB. The subsequent award will be a Firm-Fixed-Price contract with a contract com pletion time of three hundred and ninety-one (391) calendar days from receipt of notice to proceed. All work to be done IAW applicable specifications and drawings. Specs and drawings shall be available with Invitation for Bid (IFB). The estimated project magnitude is between $15,000,000 and $20,000,000. This solicitation is unrestricted. Funds are presently not available for this project. The applicable North American Industry Classification Code (NAICS) for this solicitation is 236220. The Invitation for Bid will be issued on or about 10 April 2008. All responsive offers from responsible offerors will be considered. Interested bidders must be registered with Central Contractor Registration (CCR). CCR registration information can be accessed on-line at htt p://www.ccr.gov/. Interested bidders are required to submit their representations and certifications on-line at http://orca.bpn.gov. Date and information for Pre-Bid Conference/Site Visit will be posted with the IFB on or about 10 April 2008.
