Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposal s are being requested and a written solicitation will not be issued. Fort Carson will be awarding a Firm-Fixed-Price Contract for a Surveillance Training Course. The award is a 100% Set-Aside for Small Business. The North American Industrial Classificat ion System (NAICS) code for this procurement is 611519 with a small business size standard of $6.5 Million. This solicitation will end on 2 April 2008, 2:00 p.m. Mountain Time. All contractors must be registered in the Central Contractor Registration (CC R) database. Proposals shall reference solicitation #W911RZ-08-T-0048 and include pricing as follows: CLIN 0001 Surveillance Training Period of performance will be 07 April 2008 through 11 April 2008. For this solicitation, Fort Carson w ill be awarding the contract based upon price, past performance and technical capabilities. PERFORMANCE WORK STATEMENT 1. Surveillance training to be provided for 16 soldiers. The primary objective of this training is to enhance the desig nated detachments force protection stature and proficiency in surveillance/counter-surveillance operations with an emphasis on detecting low-visibility hostile activities directed against US or third party personnel. This will be accomplished through a f ull-spectrum of specialized surveillance training vehicles that incorporates mission-proven tactics, techniques, and procedures for executing surveillance, surveillance detection, and counter- surveillance operations. This training must incorporate known common methods of operation by terrorist groups and foreign intelligence services and how to detect and defeat such methods. Training will include both classroom instruction and practical exercises: an introduction to surveillance and counter-surveillance , vehicle and foot surveillance detection routes, casing, and exercises conducted in the Fort Carson/Colorado Springs, CO area. 2. Period of performance: 07 - 11 APR 2008 3. Location of Training: 10th SFG(A), Ft. Carson, CO and Colorado Springs, CO. 4. Hours of Training: 0800 to Until Training Complete (UTC) Daily, with Practical Exercise (PE) in Downtown Colorado Springs. 5. Contractor shall conduct Surveillance training in order to (IOT) incorporate additional tactics, techniques and procedures (TTPs) into detachment members surveillance techniques as part of pre-mission training (PMT) for upcoming Joint Combined Exchange Training (JCET) mission and the ongoing War on Terrorism. The training will focus on all aspects o f foot, vehicle and multi-mode surveillance techniques. 6. The Government will provide the following: Transportation  Students will use rental vehicles for training Classroom 7. The contractor shall provide the following: Instructors/mentors Training Materials for 16 Students 8. Training schedule as follows: Day 1: Course introduction Introduction of surveillance and intelligence gathering operations General Surveillance awareness Roles and responsi bilities of surveillance operators Types of surveillance (static, foot, mobile) Surveillance (Individual and pairs) Communications while working surveillance operations Navigation & map reading Personal Security Day 2: Rural surveillance operations Conducting foot surveillance as an individual Conducting foot surveillance as a team Use of public transport within surveillance and intelligence operations Day 3: Student Urban surveillance operations Mobile surveillance operati ons Surveillance driving introduction, roles and responsibilities Introduction to mobile surveillance, individual Mobile surveillance, multiple vehicle s Use of public transport within mobile surveillance operations Day 4: Foot and Mobile Surveillance Using foot and mobile vehicle skills together Surveillance and intelligence gathering active exercises Counter Surveillance Day 5: Foot/ Mobile Practical Exercise (PE) Day Foot/ Mobile Practical Exercise (PE) Night Critique/After Action Review (AAR) The following provisions and clauses will be in the contract and may be viewed at http://farsite.hill.af.mil/.
