Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The requisition number is NWWB0300-8-33605 and this solicitation is being issued as a request for quotation (RFQ). The provisions and clauses in effect are hereby incorporated through Federal Acquisition Circular 2005-24. The NAICS code for this procurement is 518210. The purpose of this solicitation is to purchase support for the collection of hydrometeorological data from non-National Weather Service (NWS) sources for use in NWS forecasts, watches, and warnings. The vendor shall provide the following: (a) configure, operate, maintain, and troubleshoot servers and processes that collect, transfer, display, and distribute operational data, located in Louisville, KY; (b) 24/7 service and rapid response time to correct all operational data outages; (c) automated notification of data outages; (d) help desk support for data processing of technical issues; (e) administrative and 24/7 onsite operational support for all components of the Passaic Flood Warning System in New Jersey; (f) web-based searchable displays of Federal radio frequency licensing records provided by the Government; (g) respond to troubleshooting requests and repair by NWS personnel; (h) remote guidance to NWS forecast offices and River Forecast Centers for the integration and assimilation of cooperator data into NWS systems; and (i) configure, operate, maintain, and troubleshoot Content Management System (CMS). Attached is the complete Statement of Work, the period of performance is one base year plus (4) one-year options. Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors?Commercial, applies to this acquisition. FAR clause 52.212-2, Evaluation?Commercial Items, applies to this acquisition. The following factors shall be used to evaluate offers: technical, management, past performance, and price. Technical management and past performance, when combined, are more important when compared to price. Technical proposals will be evaluated based on 1) Technical approach - indicates the quality control assurance measures necessary to achieve successful results, and the proposed maintenance plan (35%); 2) Management approach - describes how the task, contractor employees, and subcontractors will be managed, and other contract management systems that are expected to be implemented (30%); and 3) Past Performance ? indicates similar work done in the past (35%). Offerors must include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications?Commercial Items. FAR clause 52.212-4, Contract Terms and Conditions?Commercial Items, applies to this acquisition. FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders?Commercial Items, applies to this acquisition.
