- South Performance Based Contract Solicitation This is a Competitive Firm Fixed Price Performance-Based solicitation/contract where desired outcomes of the work are identified without specif7ying methods or technologies used. The objective must demonstrate best value to the Giovernment. Where site closeout cannot be attained, the next preferred objective is to reduce long-term liability through Optimized Exit Strategies. Status quo is acceptable but considered the least preferred method.
