Description
REQUEST FOR INFORMATION (RFI) Potential Science Investigations for the Joint Dark Energy Mission (JDEM) Astrophysics Division, Science Mission Directorate, NASA Solicitation Number: NNH08ZDA007L Release Date: March 28, 2008 Response Date: May 1, 2008 NASA intends to issue an Announcement of Opportunity (AO) in late 2008 to solicit proposals for the Joint Dark Energy Mission (JDEM) science investigation. A space-based mission, JDEM is intended to measure the properties of dark energy with accuracy much greater than that achievable with previous space-based or ground-based facilities. Although NASA will issue the AO, JDEM is jointly supported by NASA and the Department of Energy (DOE). Both agencies will participate in JDEM, which will be a medium-class strategic mission with a competitively selected, Principal Investigator (PI)-led dark energy science investigation. DOE and NASA will partner in the fabrication and operation of instrumentation necessary to execute the science investigation. To allow any member of the scientific community to provide input to NASA that may prove useful in the writing of the JDEM AO, NASA is issuing this RFI to request information regarding potential space-based dark energy investigations. Specifically, submissions that fully describe possible mission implementations, along with life cycle cost information, will be of greatest use. Background JDEM is one of three Einstein Probe missions spelled out in NASA?s Beyond Einstein Roadmap, with a targeted total life cycle cost cap of ~$600M (FY08$) excluding launch vehicle cost. This cost cap includes NASA, DOE, and any other domestic or international contributions. Following the Announcement of Opportunity in late 2008, the science investigation will be selected in 2009, with a project start that same year. The launch of JDEM is planned for 2014-2015, and a nominal science operations lifetime of three years is assumed, although not required. All information received from this RFI will be considered confidential and proprietary if so requested. NASA intends to utilize the support contractors Aerospace Corporation and SAIC to review these responses. Both Aerospace Corporation and SAIC have support contracts with NASA which prohibit the distribution of data related to competition sensitive or proprietary information outside of the government. It is not NASA?s intent to publicly disclose proprietary information obtained during this RFI. To the full extent that it is protected pursuant to the Freedom of Information Act and other laws and regulations, information identified by a respondent as ?Proprietary or Confidential? will be kept confidential. It is emphasized that this RFI is for planning and information purposes only and is not to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information solicited. Instructions for Response The response to this RFI will be in the form of a PDF document that is uploaded through NASA's NSPIRES system. The response should not exceed fifty pages in length. Material in a RFI response is confidential, nonbinding on the respondent, and will be used by NASA for information and planning purposes only. This RFI is not to be construed as a commitment by the Government nor will the Government pay for information solicited. No proposals will be awarded funding as a result of this RFI.
