- The Government intends to negotiate, on a sole source basis, a labor-hours acquisition with Scientific Systems & Software International Corporation (SSSI). This non-competitive action is being issued by the Department of the Interior - National Business Center on behalf of the National Indian Gaming Commission (NIGC) This action is being processed in accordance with FAR 6.302-1, only one responsible source, and solicited in accordance with FAR 13 Simplified Acquisition. The Government has a requirement for the support and maintenance of the NIGC Tracking Database, which houses and organizes vital activities of the NIGC. The mission of the NIGC is to ensure the integrity of gaming activities on Indian lands and to make certain that tribes are the primary beneficiaries of these gaming activities. This database is used to track tribes, operations, contractors and their contracts, background investigations, correspondences, mailing lists, and other miscellaneous information. It keeps track of all of the gaming activities conducted on Indian Land and provides complex ad-hoc reports available through Crystal Reports. SSSI developed this database for the NIGC, and has proprietary rights over its design and sole authority to perform application maintenance activities. It is anticipated that maintenance work will be needed no more than 100 hrs annually. The period of performance for this effort is for one year from date of award, with four one-year options. Interested parties may identify their interest and capabilities by April 8, 2008. This is NOT a request for competitive proposals. However, all information received will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
