Description
The US Army Medical Research Acquisition Activity proposes to award to the Kenya Medical Research Insitute, Nairobi, Kenya on a sole source basis, for the Presidents Emergency Plan for AIDS Relief (PEPFAR) program that supports the HIV/AIDS preventi on, care, and treatment in 15 focus countries including Kenya. There are fifteen (15) program elements under the PEPFAR program. These include: 1) Prevention of Mother-to-Child Transmission (MTCT); 2) Abstinence and Be Faithful (HVAB); 3) Medical Transmi ssion/Blood Safety (HMBL); 4) Medical Transmission/Injection Safety (HMIN); 5) Condoms and Other Prevention (HVOP); 6) Palliative Care - Basic Health Care and Support (HBHC); 7) Tuberculosis/HIV (HVTB); 8) Orphans and Vulnerable Children (HKID); 9) Counsel ing and Testing (HVCT); 10) Antiretroviral Drugs (HTXD); 11) Antiretroviral Services (HTXS); 12) Laboratory Infrastructure (HLAB); 13) Strategic Information (HVSI); 14) other Policy and Systems Strengthening (OPHS); and 15) Management and Staffing (HVMS) i n Kenya. This is for the continuation of a current ongoing research project. Competing this requirement and awarding to any other source would result in substantial delays and disruption of a project already in progress and would also increase the overall cost to the Government. The contract will be for a six (6) month period and a longer contract period is anticipated. There is no solicitation number, for reference use PR Number W74MYF8079N439. This procurement shall be under other than full and open c ompetition procedures in accordance with FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for a competitive quote. Any response to this notice must be submitted in writi ng to the Government and show clear and convincing evidence that another source is capable of meeting the Government's requirements and that competition of the requirement would be advantageous to the Government. If no written responses are received at lea st fifteen (1 5) days after the publication of this response, the purchase will be awarded without further notice.
