Description
This is a modification to the previous posted Sources Sought for Dictation System Services. This is a request for information only. The intent is to identify potential small business offerors capable of providing Dictation System Services for the 12 1st Combat Support Hospital, Korea. The contract term, if awarded, will be a base period for one year plus four (4) one-year options. The base period of performance will commence 01 May 2008 through 30 April 2009. The qualifications for this position are as follows: 1.1 Must have Composite Health Care System (CHCS) software interface authority issued by Science Application International Corporation (SAIC). Authorization must be presented with the proposal. 1.2 Communications will be require d between the 121st CSH internal and the dictation external system by having holes in the 121st CSH firewall. A security risk analysis will be required for each procedure and necessary firewall hole. 1.3. Dictation access shall be available to providers 99% of the time via any standard touch tone telephone with voice activation for start and stop and routine navigation through keyboard functions. 1.4. Dictation input shall provide for conversion and delivery of input to the dictation ser ver so that the file is stored digitally in a completely decipherable fashion, accounting for variations in accent, pronunciation, voice volume, etc. Dictation files will be collected on-site at the 121st CSH via a voice capture device. Appropriate telep hone lines for the access will be made available by the Government. 1.5. Contractor shall digitally transfer all voice files collected by the voice capture system over a secure, point-to-point Virtual Private Network (VPN) connection. Contractor s hall combine voice files and associated patient demographic information together. 1.6. The contractor shall describe and provide all typical navigation features (e.g. fast forward, rewind, etc) for each input device specified that are clinically us eful in state-of-the-art dictation and transcription systems for dictation and interactive review. These features shall include, but is not limited to, such features as chain dication of multiple reports without circuit disconnection, save and finish late r/leave open, auto save, voice activation and other useful features as described by the Contractor. Contractor shall provide direct training and feedback to providers and clinical staff, as needed. 1.7. Minimum essential demographic and administra tive data that shall be accomodated are report type, patients name, register number, clinical service, social security number and unit address. 1.8. The Contractor shall specify and provide dictation server functionality (hardware, firmware and so ftware) in a clinically useful manner that functions as simultaneous host to all forms and dictation input devices utilized at the 121st CSH, including off-site dial-in capability. The number of host ports shall be highly scalable, sufficient to accommoda te at least 95% of the practicing inpatient clinicians. The server shall function to a performance capacity such that it is not a data bottleneck when all dictation work settings are in simultaneous use and the server is supporting file transfer to the of f-site dictation storage or to the transcription sub-system. 1.9. The Dictation server(s) may be located on or off-site or both. It will have sufficient storage capacity to support work volumes based on the monthly requirement for number of lines of transcription produced, as provided through historical statisical data at time of contract award. 1.10. The Contractor shall propose a clinically and operationally useful site-specific criterion to purge dictation transactions from the server th at preserves mission-critical support. The server shall routinely host requests for voice file playback on an ad-hoc basis. The basic dictation server shall b e able to purge files as soon as the file is passed to the transcription system and the transcription has been performed. However, 10% capacity shall be provided on the server to allow the user (provider or transcriptionist) to hold and store selected dic ations beyond normal purge criteria. All voice files hall be shored on the server in didigtal format in an on-line immediately retrievable data cache (i.e. hard disk, RAID or their performance equivalent). Analog storage of voice dictations is not accept able; digital storage is the only acceptable storage format. 1.11.The Contractor shall provide the capability for the facility to view the status of various dication activities through use of a management console. 1.12. Crisist Management a nd System Reliability. The dicatation system shall be configured to prevent the loss of any acquired dictations an dpossess reasonable systems redundancy for continuity of operations; the contractor shall describe their technical approach in detail to mee t this requirement. In the event that the dication server becomes non-operational (i.e. system crash), upon restoration no dictation data shall be lost and data integrity of each dictation in the server shall be fully restored. In the event lost, non-res torable data occurs on over 5% of the work for that day, then the system shall be considered down and not operational for that day. In the event there is a total loss of data in the current database, the system shall be considered down for the entire month. 1.13. Availability Requirement 99%. The dictation system shall be operational on a 99% availability basis, computed on a 24 hour a day, 7 days a week support timeframe (i.e. to a 24x7 standard). Availability means full functionality of the dictation server in supporting up to 99% of the available input ports and operating patient demographic interfaces as well as the full functionality with the interface of the transcription system. Detailed responsibilities and methods for measuring these requirments shall be included in the contractors maintenance plan to be provided during installation as approved by the KO, in conjunction with the 121st CSH, Chief, Information Management Division. 1.15 Dictation system will interface with CHCS to download patients demographics at 95% accuracy. 1.16 A local PC must reside on 121st CSH site to forward the patients demographics to the internet data center. 1.17 Be 100% up and running on the performance period start date of this co ntract with no in-servicing or training,. 1.18 Have a customer support help desk to answer or resolve questions 24 hours a day, 7 days a week. 1.19 Have Windows Server 2003 as the Operating System or OTSG current requirements. 2. R equired Process: Processes required to generate medical document at 121st CSH with the dictation system 2.1. 121st CSH physicians 100% access and will use any standard touch-tone telephone to dial into the voice-capture system located on an intern et data center. The vendor will provide toll free numbers 2.2. 121st CSH providers will log on with unique numeric ID, enters appropriate numeric work type, and patients SSN. Dictation will be recorded on redundant drives on the voice capture sy stem located on the Internet Data Center (IDC) with 100% accuracy. 2.3. The voice capture system at the IDC will record audio and capture the report demographics such as who dictated, time of dictation, work type, patient, and generate a unique num eric job identification with 95% accuracy. 2.4. The voice system will send the report demographics to text system to be married with associated patient demographics with 95% accuracy. 2.5. The Medical Transcriber (MT) will download the aud io dictation and associated data with 95% accuracy. The associated data consists of the correct work type template along with the report and patient demographi cs. 2.6. MT will listen to audio from their local PCs and transcribe into a customer designed, work/report type template with dictation/transcription software with 100% accuracy. 2.7. After completing /signing off of work, the MT product, associated data, and the session statistics of the 121ST CSH MTs will be transferred back to the text system at the IDC. At completion/sign off of a dictation, the software will sign off voice file/audio dictation at the voice system at the IDC. This au dio file will be purged in 30 days after sign off. Then the software will download another dictation to be transcribed. Three other voice files/audio dictations will be downloaded to the MTs workstation for immediate availability for the transcription p rocess. 2.8. The IDCs text system will upload the transcribed report to the CHCS PC at 121ST CSH with 95% accuracy. 2.9. CHCS PC at 121st CSH uploads electronic, transcribed document at CHCS mainframe with 95% accuracy. 2.10. A pri nt router will be placed within the 121st CSHs firewall in order to automatically distribute transcribed reports to the appropriate network printer.
