Description
The U.S Army Joint Munitions and Lethality Life Cycle Management Command, Picatinny Arsenal, NJ in support of the Product Manager, Mortar Systems, is conducting a market survey to identify potential sources for delivering sets of Basic Issue Items (BII), and Direct and Organizational Support Tools for the M252 81mm and M120 120mm Mortar Systems. This proposed contractual action will rely on a system integrator capable of making or buying the components comprising the sets of mortar support equipment. This equipment is to be manufactured, inspected, assembled, packaged, and shipped in accordance with Government TDPs and applicable contract requirements. Potential sources should have a Quality System equivalent to ISO 9000:2000, experience in qualifying and managing vendors and prior contract experience with efforts of similar complexity. This one time requirement is for the manufacturing of 409 each BII and 122 each organizational tool sets for the M252 81mm Mortar Systems; and , 62 each BII, 18 each direct Support Kits and 18 each organizational Tool Sets for the 120mm Mortar System. The initial required delivery date is October 2008 and all deliveries are to be completed by September 2009. The anticipated contract will require the successful completion of a First Article inspection. After successful completion of all First Article requirements, lot acceptance will be invoked in accordance with applicable Quality Assurance Provisions (QAP), drawings, and contract requirements. Proof Acceptance Testing (PAT) will be used to accept production run pieces per the sampling plan included in the PAT test plan. The First Article samples will be required to be submitted to the Government within one month after contract award. Interested Offerors should provide, at no cost to the Government, a summary of their firm???s past experience, capabilities, size of business (small or large business), description of facilities, personnel, equipment, tooling, qualitycontrol of material and processes, packaging, storage facilities, subcontractors and major vendors, and any other information and areas of expertise that will demonstrate to the Government that they will be able to achieve the effort described herein. All information is to be submitted at no cost or obligation to the Government; information provided will not be returned. All responsible, interested Offerors are encouraged to submit their capabilities / qualification data and any pertinent information via email, or electronically, No LATER THAN 04/10/2008. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions by email.
