- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. 1. Due to the character limitations for combined synopsis/soli citations a complete Request for Quote (RFQ) was issued. This solicitation W9124L-08-T-0052 is a RFQ for CH-47 Ground Taxi and Aircraft Rescue Fire Fighting (ARFF) Roadway and Temporary Rotary Wing Pads in accordance with the Governments requirement as specified in the attached solicitation. Attachments A, B, C, & D are included in the solicitation package attached. 3. This solicitation document incorporates provisions and clauses that are in effect through Feder al Acquisition Circular (FAC) 2005-24, Effective 28 February 2008. 5. The associated NAICS code is 326199, SIC Code is 3089 and size standard is 500. This solicitation is issued under FAR Subpart 13.5, Test Program For Certain Commercial Items. < BR> 6. The following items are to be delivered and installed on-site at Fort Sill, Oklahoma at the Henry Post Army Airfield. Please provide quote in spaces provided below: CLIN 0001(Information Only): BASE CONTRACT The Contractor shall pro vide all required materials, supplies, transportation, labor, and equipment to complete the project described in sub-clin 0001AA below. All requirements under this CLIN shall be completed 30 calendar days after receipt of award, or not later than May 15, 2008, whichever is earlier. CLIN 0001AA: CH-47 GROUND TAXI AND ROADWAY; Unit Price ___________ x 1 Lump Sum = Extended Price ______________ Item #1: The Contractor shall provide and install a CH-47 towing and Aircraft Rescue Fire Fighting (ARFF ) roadway (Taxilane 'F'), approximately 1,110 linear feet (LF) x 21' wide, approximately 290' north of the existing ARFF roadway matting on Taxilane 'G' (See Attachment A, Installation Layout (Base Contract)). Item #2: The Contractor shall provide an d install an additional 7' width on the four (4) existing CH-47 towing and ARFF roadways, each is currently approximately 117 LF x 14' wide, located on the east end of Taxilane 'G' (See Attachment A, Installation Layout (Base Contract)). This additional 7 ' width shall increase the four (4) existing roadways each to be approximately 117 LF x 21' wide. Item #3: The Contractor shall provide and install sixteen (16) CH-47 towing and Aircraft Rescue Fire Fighting (ARFF) roadways (See Attachment A, Install ation Layout (Base Contract)). Each of the sixteen roadways shall be approximately 117 LF x 21' wide. Ten (10) of the roadways shall connect Taxilane 'F' to the existing helicopter pads and the other six (6) shall connect Taxilane 'G' to the existing hel icopter pads (See Attachment A, Installation Layout (Base Contract)). Item #4: The Contractor shall provide and install three (3) transition ramps. One (1) of the transition ramps shall be 21' wide and two (2) of the transition ramps shall be 7' wide. The 21' wide transition ramp shall be installed at the intersection of Taxilane 'F' and the North/South Existing Parellel Taxiway. The first 7' wide transition ramp shall be installed at the intersection of Taxilane 'G' and the North/South Existing Pare llel taxiway. The second 7' wide transition ramp shall be installed at the North/South Entrance Point from the existing concrete apron (See Attachment A, Insta llation Layout (Base Contract)). Item #5: The Contractor shall provide and install an additional 7' width on the North/South Existing Parellel Roadway, which is currently approximately 390 LF x 14' wide. The 390 LF of the North/South Existing Par ellel Roadway that shall be widened by 7' extends from the existing concrete apron (North/South Entrance) to Taxilane 'G' (See Attachment A, Installation Layout (Base Contract)). This additional 7' width shall increase the North/South Existing Parellel Ro adway to approximately 390 LF x 21' wide. Item #6: The Contractor shall provide and install an additional 28 LF x 21' wide matting system at each of the thirty (30) Taxiway/Roadway intersections, identified in Attachment A, Installation Layout (Base Co ntract). This additional matting shall provide an additional turning radius for the CH-47 Helicopters. Item #7: The Contractor shall provide and install an additional 7' width on Taxilane 'G', which is currently approximately 1,050 LF x 14' wide (See Attachment A, Installation Layout (Base Contract)). This additional 7' width shall increase Taxilane 'G' to approximately 1,050 LF x 21' wide. Item #8: The Contractor shall provide and install a CH-47 towing and Aircraft Rescue Fire Fighting (ARFF) r oadway, approximately 70 LF x 21' wide, extending Taxilane 'G' north of the North/South Existing Parellel Roadway (See Attachment A, Installation Layout (Base Contract)). CLIN 0001AB: CONTRACT MANPOWER REPORTING; Unit Price __________ x 1 Lump Sum = Extended Price ____________ In accordance with the Accounting for Contract Services paragraph in Clarifications & Additional Requirements, the Contractor shall provide Contract Manpower Reporting not later than 31 October 2008. CLIN 0002 (Infor mation Only): OPTION 1 The Contractor shall provide all required materials, supplies, transportation, labor, and equipment to complete the project described in sub-clin 0002AA below. All requirements under this CLIN shall be completed 30 calendar days after award of the optional item. CLIN 0002AA TEMPORARY ROTARY WING PADS & ROADWAY; Unit Price ____________ x 1 Lump Sum = Extended Price ___________________ Item #1: The Contractor shall provide and install 240 LF x 14' wide ARFF roadway, exten ding south from the existing taxiway (See Attachment B, Installation Layout (Option 1)). Item #2: The Contractor shall provide and install 592 LF x 14' wide ARFF roadway, extending west from the ARFF roadway installed in Item #1 (See Attachment B, Inst allation Layout (Option 1)). Item #3: The Contractor shall provide and install seven (7) ea. temporary rotary wing pads, approximately 24 ft wide x 44 ft long, with a minimum of six integrated helicopter tie-down points, approximately 92 ft south of th e centerline of the ARFF roadway installed in Item #2 above, See Attachment B, Installation Layout (Option 1). Item #4: The Contractor shall provide and install 28 LF x 70' wide ARFF roadway at the west end of ARFF roadway installed in Item #2. (See Attachment B, Installation Layout (Option 1)). This additional matting shall provide additional turning radius for the ARFF vehicles. 7.
