- Capital District Contracting Center plans to award a sole source contract to Blue Cross Arena, Rochester, NY. The estimated value of the proposed action is $357,813.00, which includes arena rental, staff, security and utilities, local labor, and conc essions. Blue Cross Arena is located in Rochester, NY. The arena is a facility that possesses all of the technical accommodations and supports personnel to produce the caliber of presentation required by the US Army Military District of Washington for the Spirit of America (SOA) performances. The period of preparation and performance at the Blue Cross Arena will be from 8 September through 13 September 2008, inclusive. In accordance with 10 USC 2304 (c) (1) as implemented by paragraph 6.302-1: Services for this requirement are for DoD and are available from only one or a limited number of responsible sources and no other type supplies or service will satisfy mission requirements.
