Description
This is a Notice of Contract Action (NOCA) for procurement of technical services with respect to the NATO Alliance Ground Surveillance (AGS) program. The Northrop Grumman Systems Corporation (NGC) has been providing support to the NATO AGS program and is the sole owner of the proprietary data required to accomplish this effort. The 851 Electronic Systems Group (851 ELSG), Electronic Systems Center (ESC) intends to issue a sole source request for proposal, followed by the award of a sole source contract to the Northrop Grumman Systems Corporation, 2000 West NASA Blvd, P. O. Box 9650, Melbourne, FL 32902-9650. This contract will be awarded in accordance with 10 U.S.C. 2304(c) (1) or 41 U.S.C. 253(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, which states the following: "When the supplies or services required by the agency are available from only one responsible source, or, for DOD, NASA, and the Coast Guard, from only one or a limited number o f responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for." The scope of this contract is for NGC to provide insight into its proposed approach to meet the NATO AGS System requirement and simultaneously facilitating the US Government's assessment of the core capabilities resulting from a UAV-only based AGS system. BACKGROUND After various attempts by industrial consortia to satisfy NATO's military requirement for an airborne ground surveillance capability, including a proposal for a mixed fleet consisting of a manned and unmanned platform and the corresponding ground segment, NATO, in 2007, identified an alternative approach to satisfy the Major NATO Command's (MNC) "Urgent Need" for a ground surveillance capability. This new approach is based on a single prime contract for a UAV-only fleet of eight Block 40 Global Hawks and associated ground systems. The disbanding of the previous industrial consortium has allowed NG Integrated Systems Sector Eastern Region (NGISSER) to propose the new program. The Government intends to release the Request for Proposal to NGC upon expiration of this announcement. However, Contractors that believe they are capable of performing the Government requirements may identify their interests to the Government in writing. Responses must be submitted in a Microsoft Word 2003 or higher format and should not exceed 3, one-sided, 8.5 X 11 inch pages, with the font no smaller than 10 point. All interested sources must respond with clear and convincing evidence to support their ability to provide the capability within fifteen (15) calendar days of this publication. Interested firms are requested to submit a statement of qualifications, along with supporting documentation not later than 5 PM (EST) April 10, 2008 to 851ELSG/PK, 75 Vandenberg Dr., Hanscom AFB, Bedford MA 91731-2119. The Government will not pay for any information received in response to this synopsis, nor will the Government compensate a respondent for any cost incurred in devel oping the information provided to ESC. A final determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. An Ombudsman has been appointed to address concerns from offerors or potential offerors to the Government. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
