- Request for Proposal VA-259-08-RP-0096. This pre-solicitation announcement is being issued to request a Standard Form 330 from qualified and eligible Veteran Owned Small Business (VOSB) Concerns for Architect and Engineering Services for the Department of Veteran Affairs, Eastern Colorado Healthcare system Medical Center (VAECHS) located in Denver, Colorado. The VAECHS, is currently seeking qualified and eligible Veteran Owned Small Business Concerns capable of performing a wide variety of Architect and Engineering (A/E) Services for multi-discipline technical services which include, but are not limited to mechanical, electrical, civil, structural, architectural, environmental and other associated disciplines as needed for required design. The total contract performance period shall consist of one twelve month base year, plus four individual twelve month option periods. The total contract amount including all option years shall not exceed $2,000,000.00, with each individual task order not exceeding $100,000.00. The guaranteed minimum amount for the life of the contract is $25,000.00. The type of acquisition being utilized to satisfy this existing need is Best Value and contract award will be made in accordance with FAR Parts 15, 19 and 36. The type of contract being contemplated is an Indefinite Delivery, Indefinite Quantity type. The following supplemental information will be used to evaluate proposals in addition to the information provided on the Standard Form 330. The following selection criteria are listed in descending order of importance: (1) Specialized experience of the firm, both prime and consultants in design and construction of occupied space or spaces in a healthcare environment. (2) Experience on remodeling existing and occupied spaces in a healthcare environment. (3) Professional qualifications of the firm's staff and sub-consultants who are assigned to the project. (4) Past performance and experience on working and/or designing VA facilities or other Government projects similar in size, scope and complexity. Please provide information for the last five years for present and past performance. (5) Geographical location of the firm within a 100 mile radius of the ECHS Medical Center, Denver, Colorado. (6) Each offeror shall demonstrate their ability to begin work within thirty (30) calendar days of contract award. (7) Each offeror shall demonstrate clearly and in writing their demonstrated and proven success in incorporating the use of recovered materials and achieving waste reduction and energy efficiency in designs. Time is of the essence. All of the requested information as noted in this announcement shall be submitted to this office by no later than April 28, 2008, 2:00PM (MST). Failure to provide all of the requested information may render your proposal non-responsive and exclude your firm from the possibility of receiving contract award. The contractor shall submit the requested information in three separate binders. Binder one shall be labeled as such and consist of the offeror's Standard Form 330. Binder two shall be labeled as such, and consist of all of the remaining supplemental information with the exception of present and past performance information. Binder three shall be labeled as such, and consist of the offeror's present and past performance information. This is not a Request for Proposal. The North American Industrial Classification Code for this procurement is 541330. Standard Form 330's and the supplemental information as requested here within this announcement shall be addressed as follows: Attention, Mr. Derek C. The business size standard for a firm to be considered as an Emerging Small Business is no greater than fifty (50) percent of the NAICS Code with a Business Size Standard of $4.5M. Interested firms are reminded that in accordance with FAR Part 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in Central Contractor Registration (CCR) database prior to award of a contract. All VOSB firms submitting an offer must be registered and will be verified by the Contracting Officer in the VetBiz Information pages located at http://www.vip.vetbiz.gov/.
