Description
This announcement constitutes the only solicitation and a separate solicitation will not be issued. This is a Combined Synopsis/Solicitation for equipment, supplies, training and instrumentation for (3) chemistry Analyzers. The intent is to Sole Source this requirement under FAR 6.302 to Siemens, Inc. This Combined Synopsis/Solicitation is prepared in accordance with the format in Subpart 12.6 under Simplified Acquisition procedures in Subpart 13.5 as supplemental with additional information included in this notice. The solicitation number for this acquisition is RFQ-CC-01476 is being issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-24. The associated North American Industry Classification System (NAICS) Code is 334516. The National Institutes of Health of Health Clinical Center, Department of Laboratory Medicine intends on negotiating with Siemens, Inc. for the purchase of three (3) Chemistry Analyzers including supplies, training, service and instrumentation. The Department of Laboratory Medicine provides laboratory testing necessary for patient care on a 24-hour basis. The clinical research applications place a relatively high demand for analytical accuracy and volume of testing per patient relative to routine clinical practice. Since some research protocols may extend over several years, it is important for laboratory values to remain consistent over time. The Clinical Chemistry Service performs a high volume of laboratory tests that are essential for clinical diagnosis and monitoring and that serve as important data elements of research protocols. A menu of about 100 different tests is offered, with about half of the tests available on a Stat basis in order to support patient care. The contractor will provide reagents, supplies, instrumentation, training and service support to perform high volume testing more than 1,500,000 test results per year. This will be replacement of current instrumentation which requires replacement due to age. Major goals of replacement instrumentation are to improve the efficiency of testing, and to improve turnaround times for test results. The new system is to replace 3 Beckman Coulter LX20 analyzers, which perform approximately 1,600,000 analyses on patient specimens annually. The improvement of the newer system is to consolidate substantial amounts of testing currently performed on other analyzers. Consolidation of testing, with a decreased total number of analyzers is essential in instrumentation. THE PURCHASE OF THIS EQUIPMENT, SERVICE, SUPPLIES AND REAGENTS ARE BASED ON A COST PER TEST OR COST PER REPORTABLE RESULT BASIS, WITH NO CAPITAL PURCHASE OF EQUIPMENT. THE PRICING WILL BE BASED ON FSS SCHEDULE AGREEMENTS, AND THOSE ITEMS NOT ON FSS SCHEDULE SHALL BE IDENTIFIED AS OPEN MARKET ITEMS AS REASONABLE COSTS. Approximately 20% of the workload is performed on a STAT basis with expected turnaround time less 60 minutes. Completion of routine analyses is expected within 4 hours. Specimen volume requirements are an important issue in order to conserve on blood volume of patients subjected to serial blood collections. About 3% of specimens are microvolume specimens. where specimen dead volume and specimen volume used per analysis are important factors. Specimens from animals are analyzed, including specimens from mice, where the amount of specimen is very limited. There is a strong interest in having measures of potential interfering materials in specimens such as hemoglobin, bilirubin, and lipemia; the laboratory has employed measures of serum indices for the past 10 years. It is necessary for any new analyzers to perform at least the core menu offered by the current analyzers. There is an interest in performing additional tests on new analyzers to consolidate platforms and improve efficiency of the laboratory. Open channels are important for allowing test development work and allowing menu expansion. Options for improved efficiency through automation of preanalytical steps in specimen handling are of interest.
