- The West Virginia National Guard intends to pursue the second phase of the Request for Proposal (RFP) to award a single, firm fixed-price contract for the design and construction (design-build) of Construct C-5 Fuel Cell Facility at Eastern West Virg inia Regional Airport for the 167th AW in Martinsburg, West Virginia. The Phase Two solicitation is offered to the contractors selected from the Phase One competition only. The following three contractors were selected IAW Phase One solicitation criteria. Clark Construction, 7500 Old Georgetown Road, Bethesda, MD 20817.
