- AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is 1019-832072 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-20. The associated North American Industrial Classification System (NAICS) code for this procurement is 334111 with a small business size standard of 1,000 employees. This requirement is unrestricted and only qualified offerors may submit bids. Department of State is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. I recommend that the Department of State compete the acquisition of Explorer 500 Inmarsat BGan Terminal on a brand name only basis in support of the Bureau of Information Resource Management, LAN/WAN Systems (IRM/OPS/ITI/LWS). The requested procurement derives from the event of an international emergency every American citizen either assigned to an Embassy, Consulate, traveling on business or as a tourist, or employed in the affected country would directly benefit by the availability of these communications systems. If the Embassy's command and control circuits do not function, vital life and safety information cannot be sent to or received from the Department. The restoration of emergency communication circuits becomes critical whenever lives are at stake.Secure, portable, and capable communications are essential to the Department's mission. Critical nature of the mission and continuity of current requirements are essential. This is proven technology currently being fielded by IRM/ENM. Finally in an effort to keep training, inventory, lifecycle, and maintenance costs to a minimum consistency in hardware is required. Brand name only acquisition is permitted when justified as essential to meeting Government requirements IAW FAR 11.105. Although the requirement is restricted to brand name only, AQM will post the requirement on FEDBID and will include the brand name justification in the synopsis. The requirement will be competed full and open competition. The Contracting Officer will make a determination that the anticipated cost to the Government will be fair and reasonable based on full and open competition. The Program Office conducted initial market research and provided an IGE. Although the procurement is limited to brand name only, the requirement will be competed full and open which satisfies fair and reasonable determination.
