Description
NAICS Code: 561920 NAICS Code: 561920 The Office of Air Programs Stratospheric Protection Division of the Environmental Protection Agency (EPA), under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to Agricultural Research Consulting for support for the 2008 Methyl Bromide Alternatives Outreach (MBAO) conference, to be held November 11 thru November 14, 2008. The support will include conference planning, conference organization and implementation, and distribution of conference proceedings. The annual Methyl Bromide Alternatives Outreach (MBAO) conference is the only worldwide conference focused on sharing research and field trial experience relating to methyl bromide alternatives. The MBAO conference has been in effect since 1994 and continues to serve as a useful platform for sharing information, as the January 1, 2005 phaseout of methyl bromide has taken effect. The period of performance will be from date of award until November 30, 2008. Only Agricultural Research Consulting is able to organize and host a conference on alternatives to methyl bromide in a timely, inexpensive, and effective manner that avoids a significant waste of government resources and insures government objectives will be successfully accomplished. First, obtaining conference services from a different source would require organizing a completely new conference from its initial stages. Second, EPA's contribution is joined by that of USDA and other entities. Were EPA to organize and host a conference on its own, the cost of doing so would be greater than the amount EPA contributes to the organization of the MBAO conference. Third, any new conference would not have the reputation or institutional history of the MBAO conference and would not attract the same caliber of presenters or the same diversity of attendees. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting this requirement may submit a response, which if received within two days of the closing date of this announcement, will be considered.
