Description
The Marine Corps Systems Command is conducting market research to obtain information about sources capable of providing a commercial-off-the-shelf (COTS)non-developmental item (NDI) Hand Held Weather Station (HHWS) for use by Marines on the battlefield to monitor current weather and climatic conditions. Potential suppliers/maufacturers must comply with the Buy American Act. The required characteristics of the HHWS are as follows: (1) requires little to no modification for Military application, (2) shall remain operable after submersion in salt or freshwater to a depth of 1 meter or less for at least one minute, (3) must be operable in inclement weather conditions, (4), shall be impervious to rainfall, (5) must be durable enough to operate after striking the ground and shall be capable of being dropped at least one time from five feet onto a concrete floor without impacting its operation, (6) must not increase the signature of the user since it may be used in a combat environment, (7) the external color shall be dull and non-reflective, (8) shall be of size to fit inside the breast pocket of a Marine utility blouse, (8) must weigh no more than 16 oz to include any provided attachments (carrying pouch and power source), (9) shall be equipped with a pouch or carrying case that attaches to the standard Pouch Alternating Ladder System (PALS), the Outer Tactical Vest (OTV), Modular Tactical Vest (MTV), and the Full Spectrum Battle Equipment (FSBE). The pouch/carrying case must be durable enough to keep the hand held weather station secure even when continually exposed to external forces, (10) functions must be able to be utilized even when the user?s manual dexterity is reduced by the use of gloves. Glove types include cold weather contact gloves, leather gloves, and fire-resistant gloves, (11) shall be able to record and display date and time wind speed (in miles-per-hour), wind direction, wind gust, barometric pressure (in hPa), altitude (in feet), temperature (in degrees Fahrenheit), Wet Dry bulb temperatu re, humidity (in rh), and wind-chill factor and compass direction (in standard cardinal directions), (12) shall have the ability to clearly display information to the user in day and night but shall be able to perverse the operator?s night vision when used during night conditions while also preserving the user?s tactical positioning, (13) shall be capable of operating in basic cold to hot climatic and extreme temperature types (basic cold (-13 to -28 degrees F), hot (91 to 160 degrees F) and extreme cold (-35 to -50 degrees F)), (14) shall require no operator maintenance beyond cleaning, (15) shall be able to store at least 400 data points and shall not lose stored data points in the event battery life deteriorates or full loss of power, (16) shall have a low battery indicator, (17) shall have an automatic ?power save? capability, and (18) shall use DOD inventory non-lithium batteries. A desired, but not required, feature is a capability of connecting to a computer to tran sfer the appropriate information. The potential HHWS quantity ranges from 500 to 1300 units. Firms who believe they have a product capable of meeting this requirement must provide product literature, brochures, specification sheets, safety reports and safety tests, prior experience in supplying/manufacturing this type of equipment, and production capacity estimates directly addressing their ability to meet the aforementioned needs. In addition, firms must also submit their company size, the place of manufacture, and any other relevant information such as if the HHWS is on a GSA schedule (provide GSA contract number and product number(s)). Responses shall be submitted no later than 14 April 2008 to MARCORSYSCOM, Contracts ? PG-16 (CT 023), Attn: Gerald Francom, 2200 Lester Street, Quantico, Virginia 22134-6050. Information may also be submitted via email to gerald.francom.ctr@usmc.mil. Responses shall be limited to 10 pages (not including product literature and brochur es).
