Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number is N66604-08-Q-2253. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000-07. This is 100% set-aside for small business. Size standard is $23.0 Million. NUWC Division Newport intends to place on a Sole Source basis, a firm-fixed price order with Mak Technologies, Inc. for the following item: 1 each. Software Distributed Simulation Framework Tool Kit. The Tool Kit must have the following minimum requirements: Computer Generated Forces (CGF) application that supports UDNS M&S; DIS, HLA 1.3 and IEEE 1516 compliant; Compatible with existing weapon system models written in various programming languages including C, C++, Fortran, Matlab, and Simulink; A Run-Time Infrastructure (RTI) that is compatible with other RTI's meeting HLA interface specifications; A Graphical User Interface (GUI) to monitor and alter the functionality of the RTI; A three-dimensional (3D) visualization tool to view simulation entities, trajectory histories, dynamic sensor volumes, and waypoints; A data-logging system with a GUI to capture and replay simulation data at rates slower or faster than real-time; A data-logging system GUI with options to pause, fast forward, rewind, and stop data recordings; A simulation toolkit for generating and executing battleship scenarios and missions, including the specification of force positions, waypoint locations, and vehicle dynamics; Vehicle dynamics and sensor performance controllable by existing military simulation models written in various programming; Supports Windows 2000/XP; A networking toolkit that provides methods for networking existing simulators and virtual reality applications that use the DoD HLA or DIS protocols; Provided with technical support including installation, integration, testing, and training. Required delivery is 15 days after award, F.O.B. Destination Naval Station Newport; Newport, RI. It is expected to place a purchase order with Mak Technologies, Inc. They are the only known source for these items because Mak Technologies, Inc. is the only company that can provide components and interoperable elements to match the existing equipment. Mak Technologies, Inc. is the only company that provides a Distributed Simulation Framework Tool Kit along with technical support including installation, integration, testing, and training. All other timely offers will be considered. Offers for other products must contain complete product information and prices. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply.
